中文摘要:作为衣食住行的重要一环,房地产市场与每个人都可以说息息相关,其健康发展对人民生活有着极其重要的意义。相较其他产业,我国房地产行业则呈现出项目建设时间长、投资规模大、涉及人员多、影响范围广等行业特征。近年来,随着城镇化建设的不断推进,我国房地产市场蓬勃发展。而在充分肯定房地产行业发展不断改善人民居住、生活条件的成果同时,我们也要清醒地看到在发展中蕴藏的潜在风险。在我国产业结构转型升级和发展方式战略调整的今天,一旦经济运行出现波动,必然会对房地产行业造成影响。 Z银行T市分行的房地产开发信贷风险风险管理体系可以按照内控环境、风险评估、内控活动、信息与沟通、监督五项要素进行设计。这五要素之间的关系我们可以理解为:(1)商业银行房地产开发信贷风险管理活动的核心是人,人与人所从事的经营活动、相互之间的组织关系等构成了风险管理活动的控制环境。(2)商业银行在从事房地产开发信贷活动时,为了实现资产安全、资金流动、到期盈利的经营目标,必须对与房地产行业相关风险进行必要的风险识别评估。(3)针对风险评估的结果,商议银行需要采取相应的活动来控制、风险,即控制活动。(4)信息与沟通是指商业银行及时获取与控制环境、风险评估、控制活动相关的信息,对其加以处理,并在内部传递的过程。通过信息与沟通风险管理体系方能成为一个整体。(5)监督是商业银行为了保证其房地产开发信贷风险管理体系正常运转,而对风险管理活动进行监控、矫正的过程。 受房地产行业“非理性”发展、商业银行内部不良绩效导向以及自身信贷风险管理制度不健全等因素影响,在外部市场瞬息万变的当下,在商业银行内部容易滋生对房地产行业发展盲目乐观的情绪,主观或客观弱化对风险感知的敏感度,加之现有管理制度监督落实不到位,容易使商业银行房地产开发信贷风险管理体系失灵,进而产生风险事件。在Z银行T市分行主要表现为第一道防线风险识别能力欠缺、风险控能力减弱以及第二、三道防线管理监督机制尚不健全等。对此该行通过结合地区客户特点,明确风险偏好,以“防范风险,稳健经营”为核心,强化对现有制度的落实,在风险管理部设立独立团队对风险主动管理三项工作,强化对房地产风险管理体系的动态调整,进而达到控制风险的目标。 本文以Z银行T市分行房地产开发信贷风险管理体系调整为案例,对商业银行结合其经营环境对其房地产开发信贷管理体系进行调整的方式及效果进行了具体论述,并希望以此对其他商业银行能有所启示。
