| 中文摘要： | 根据天津市“十三五”规划要求，渤海化工集团下属企业天津化工厂和天津大沽化工股份有限公司启动搬迁计划。天津大沽化工股份有限公司于2015年开始筹备老区氯碱、氯乙烯、聚氯乙烯、环氧丙烷等项目的搬迁筹备工作。本文以80万吨氯乙烯搬迁项目为课题，将利用项目风险管理知识和方法，以企业传统优势项目如何根据企业自身特点和行业现状，基于可研阶段的风险识别，风险度量，采取有效的风险应对和监控措施为主要讨论点。本文首先阐明了80万吨氯乙烯搬迁项目启动的背景和必然性，随后回顾了项目风险管理研究的发展历程及国内外项目风险管理领域发展的现状和趋势，然后主要根据企业和行业实际情况，对氯乙烯搬迁项目进行独特性分析，使用德尔菲法和敏感性分析法对搬迁项目进行了风险识别和度量，并对各识别出的五项主要风险要素分别做了深入分析，最后根据公司氯乙烯搬迁项目的实际情况和潜在的项目风险机遇，给予了相应可行的风险应对监督管控措施。确保该搬迁项目在实施和运行过程中经济效益和社会价值最大化是本文论述的宗旨。 | |
| 英文摘要： | According to Tianjin "13th Five-Year Plan" requirements, Bohai Chemical Group subsidiary Tianjin Chemical Plant and Tianjin Dagu Chemical Co., Ltd. start the relocation plan. Tianjin Dagu Chemical Co., Ltd. in 2015 to prepare the old area of chlor-alkali, vinyl chloride, polyvinyl chloride, propylene oxide and other projects of the preparatory work for the relocation. In this paper, 800,000 tons of vinyl chloride relocation project as the subject, will use the project risk management knowledge and methods to the enterprise traditional advantages of the project according to their own characteristics and industry status, based on the feasibility of the stage of identification, risk measurement, take effective risk Response and monitoring measures as the main point of discussion.
