| 中文摘要: | 现代企业的市场竞争越来越激烈,产品的更新换代周期越来越短,企业的新产品项目研发能力成为支撑企业生存发展的核心能力。研发项目是否能够按时保质完成,以满足市场和顾客的要求,对企业至关重要。特别是服务于国防建设的军工武器装备研发制造企业,为保证装备的技术先进性,在国内国际的竞争中占据优势,对新品研发的要求更高。项目管理工作涉及多方面内容,都会对项目的成败起到影响作用,而项目的工作量对项目的决策、组织、时间进度、成本、风险、人力资源等多个方面都有重要影响,因此准确的评估项目生命周期中的工作量是发挥项目管理效能、保证项目顺利完成的重要基础性工作。随着企业的快速发展和竞争形势的要求,绝大多数研发企业都面临着多个项目并行开展,需要进行项目集成管理的问题,对人力财力资源的合理分配也需要对多个并行项目在各个时间周期的工作量有准确评估,才能合理安排。而对各项目团队的绩效考核也需要参考其完成的工作量情况,因此研发工作量的评估对研发型企业的管理有重要意义。本文主要研究内容是分析并总结T公司军工研发项目的特点,参考项目管理、项目评估相关理论与方法的研究文献,结合自身的项目研发和项目管理经验,运用现代项目管理学中项目评估的先进理论方法,针对T公司军工研发项目的特点,选取运用适合的研发项目工作量评估方法,研究一种有效可行的军工研发项目工作量评估方法和管理体系,从而提升T公司军工研发项目的项目管理水平和公司的市场竞争力,也可为国内其他军工同行企业的研发项目管理提供参考。本文的创新点在于准确的总结出了军工研发项目的特点,并在研发项目工作量评估方法的设计过程中,针对其特殊性,选取了合适的评估方法,组合运用项目工作分解结构模板法和项目评估中定性评估、定量评估、德尔菲专家调查和专家评分法等理论方法,设计了一种基于项目工作过程分解和类比评估的军工研发项目工作量评估方法。 | |
| 英文摘要: | The market competition between modern enterprises is becoming more and fiercer. Simultaneously, the renewal period of the product is getting shorter and shorter, which led to the fact that the ability to develop new product projects has become the key to support the survival and development of enterprises. R&D projects should be completed on time with good quality to meet market and customer requirements especially for military weapons and equipment R&D manufacturing enterprises serving in the construction of national defense. In order to have the advantage in the domestic and international competition, It is necessary to guarantee the advanced technology of equipment. The success of the project is affected by the project management, and the workload of the project is related to the decision making, organization, time schedule, cost, risk, human resources and so on. Therefore, the accurate assessment of the project lifecycle workload is an important basic work to ensure the effective management and the smooth completion of the project. With the rapid development of enterprises and the requirements of the competitive situation, many projects have been carried out at the same time, which leads to the problem of project integration management. An accurate assessment of the workload of multiple concurrent projects in each time period can provide a reasonable allocation of human and financial resources. And the performance of the project team assessment also need to refer to the completion of the workload, Therefore, the evaluation of R&D workload is of great significance to the management of R&D enterprises. In order to enhance the project management level of T Company's military R&D projects and the market competitiveness, an effective and feasible evaluation method of military R&D project workload and management system has been proposed. The proposed method, based on the advanced theoretical method of project evaluation in modern project management, chooses to use the appropriate R&D project workload assessment method by reference to the characteristics of T's military R&D projects, which can provide excellent reference for R&D project management of other military counterparts in China. This article accurately summed up the characteristics of military research and development projects. In addition, taking into account its particularity, we propose a method of assessing the workload of military research and development projects based on project work process decomposition and analogy evaluation creatively, combined with the use of project work decomposition structure template method and qualitative assessment, quantitative assessment, Delphi expert survey and expert scoring method and other theoretical methods. | |
