中文摘要：	校园文化是整个社会文化重要组成部分之一,校园精神文明建设更是近几年我国思想建设的主要工作重点。随着科技的发展，现代教育技术逐渐引入校园，校园文化的传播途径由传统的黑板报、陈列橱窗、塑像、标语等途径发展为广播、电视等媒体传播为主体的新途径。由于受播出时间、播出形式限制，其在校园文化的传播上无法满足随时随地的全覆盖。而作为电视媒体与网络媒体融合的高校视频资源公共服务平台，正以其富媒体的表现形式、灵活方便的多终端使用，成为校园文化的重要传播载体。 本论文的研究重点是如何全面准确地识别高校视频资源公共服务平台项目过程中可能发生的风险因素，分析其影响、判别其严重程度，并提出相应的应对策略。对此，应选择科学有效的方法和工具，结合项目特点，对项目进行风险管理研究。首先主要介绍论文的研究背景和问题的提出，指出了论文的研究目的和研究意义，阐述了研究思路和方法，详细说明了论文的研究框架和研究内容。其次是理论部分，主要对项目风险管理理论进行总结梳理。第三是项目风险识别，利用头脑风暴法对项目生命周期的各阶段风险因素进行全面分析，形成高校视频资源公共服务平台项目各阶段的风险因素清单。第四是项目风险评价，通过定性和定量分析确定了项目风险评价标准，并利用风险矩阵法对项目各项风险因素进行综合评价，确定其风险等级。第五是项目风险应对和监控，在项目风险识别和风险评价的基础上，针对各项风险的具体特点，提出相应的应对策略，以确保高校视频资源公共服务平台项目的顺利实施。同时对高校视频资源公共服务平台项目开展风险监控，强化风险因素监测与控制，从而确保项目管理目标的顺利实现。最后是结论部分，主要对本论文的研究工作进行系统总结，同时提出了本论文的创新点，指出了本研究存在的不足之处和进一步的研究方向。上述是高校视频资源公共服务平台项目风险管理研究的简单阐述，希望本研究能为今后类似的项目提供借鉴。
英文摘要：	Campus culture is an important part of the whole social culture, campus spiritual civilization construction is the main focus of the work in recent years. With the development of science and technology, modern educational technology is gradually introduced into the campus. The way of campus culture is developed by traditional blackboard newspaper, display window, statue and slogan as a new way of media transmission such as radio and television. Due to broadcast time, broadcast form restrictions, the spread of campus culture can not meet the full coverage anytime, anywhere. And as a television media and online media integration of university video resources public service platform, is its rich media performance, flexible and convenient multi-terminal use, as an important carrier of campus culture. The research focus of this thesis is how to accurately and accurately identify the possible risk factors in the process of the video resource public service platform in university, analyze its influence, judge its severity and put forward the corresponding coping strategies. Thesis should choose a scientific and effective methods and tools, combined with the characteristics, research risk management of the project. Firstly, it mainly introduces the research background and the problem, points out the research purpose and significance, expounds the research ideas and methods, and elaborates the research frame and content. The second part is the theoretical part, which mainly summarizes the project risk management theory. The third part is risk identification of this project, using the brainstorming method to carry out a comprehensive analysis of the risk factors in whole life cycle, and forming a list of the risk factors about this project. The fourth part is project risk assessment, through qualitative and quantitative analysis to determine the project risk evaluation criteria, and use of risk matrix method to evaluate this project risk factors to determine the risk level. The fifth part is risk response and monitoring. On the basis of risk identification and risk evaluation, according to the specific characteristics of each risk, this thesis put forward corresponding coping strategies in order to ensure the smooth implementation of this project. At the same time, we will carry out risk monitoring on the project, strengthen monitoring and control of risk factors, so as to ensure the smooth realization of project management objectives. Finally, the conclusion part is mainly to summarize the research work of this thesis, put forward the innovation of this paper, points out the shortcomings and further research directions of this research. The above is a brief description of the project. It is hoped that this study can provide reference for similar projects in the future.
