中文摘要:进入21 世纪以来,我国在航空工业领域发展迅速,国家给予的巨大投入, 使众多军工企业项目和订单数量剧增。中航工业天津航空机电作为国内航空电 器产品的龙头企业在发展的同时也同样面临承担的项目繁多,计划管理难度大, 项目间冲突严重等问题。企业传统的项目管理模式已明显落后,需要引入新的 管理理论和方法,进而帮助企业解决多型号、多批量并行生产研制的计划管理 中的相关问题。 多项目管理是当前项目管理学科研究的热门方向之一,论文从天津航空机 电面临的多种产品同时研制的管理现实入手展开研究,也是选择了当前一大热 点领域。 论文对天津航空机电的多项目计划管理现状进行了阐述和分析,并针对企 业在计划管理中的几项核心问题展开论述,总结相关管理学模型和方法,并将 其应用于企业现实问题的解决。 论文内容重点围绕天津航空机电多项目计划管理改进和保障措施两方面。 包括引入多项目管理优先级评价体系, 建立了基于AHP 法的优先级评价模型, 可以使企业项目计划的制定得到优化;建立生产准备计划与考核体系,能够使 项目过程中较为薄弱的生产准备环节得到有效加强;引入启发式倒排算法并结 合车间生产实例为企业的排产问题做出指导;对三种项目组织结构进行对比分 析,对企业如何调整组织结构,适应多项目管理环境,提高计划管理效能提出 合理方案;对企业计划管理中所存在的沟通协调问题提出建议;对于企业文化 建设上的问题,提出了具有创新性的学习型企业文化构建方案。 本次论文研究成果具有一定的实践意义,是对相关领域研究的一种总结。 希望通过此次论文研究,为天津航空机电的管理提升献计献策,帮助企业摘掉 管理落后的帽子,为中航工业系统内类似企业的管理改进提供参考,进而在一 定程度上推动中航工业系统的管理提升。 
英文摘要:Since the beginning of the 21st century, China has developed rapidly in the field of aviation industry. With great investment from the country, the number of projects and orders of military enterprise has increased dramatically. AVIC Tianjin Aviation Electro-Mechanical Co., Ltd. is the leading enterprise among the domestic aviation electrical product enterprises. At the same time of developing, it is also facing some problems, such as multiple projects, difficulty of plan management, serious conflict between projects and other issues. Traditional enterprise project management model has been significantly behind. It is necessary to introduce new management theory and methods, to help enterprises to solve related issues of multi-model, multi-batch production and development of the program management. Multi-project management is one of the hot research directions of the current project management disciplines. The thesis has also started to study the management reality of various kinds of products facing Tianjin Aviation Electro-Mechanical Co., Ltd.. The thesis focuses on two aspects: improvement and safeguard measures of Tianjin Aircraft Electromechanical Multi-project Plan Management. Including the introduction of multi-project management priority evaluation system, the establishment of the AHP method based on the priority evaluation model, can make enterprise project planning to be optimized;the establishment of production preparation planning and assessment system, to make the project process more weak production preparation The author introduces the heuristic inverted algorithm and combines the workshop production examples to guide the scheduling problem of the enterprise. The thesis analyzes the organizational structure of the three projects, how to adjust the organizational structure, adapt to the multi-project management environment and improve the plan Management effectiveness of the proposed reasonable program;business planning management in the existence of communication and coordination issues proposed; for corporate culture construction issues, put forward a innovative learning enterprise culture construction program. The research results of this thesis have some practical significance, and it is a summary of the research in related fields. It is hoped that this thesis will provide suggestions for the management of Tianjin Aviation Electro-Mechanical Co., Ltd., and provide reference for the management improvement of similar enterprises in AVIC, and then promote the management of AVIC system to a certain extent ascension.
