| 中文摘要: | 天津长芦海晶集团有限公司地处天津市滨海新区核心区域,为国家大型海盐生产重点骨干企业,拥有悠久的海盐生产历史。近年来,因滨海新区整体规划需要,海晶集团的盐田土地被大量征用,原有的资源优势逐渐削减,对公司主业海盐生产和下游化工产业造成巨大冲击。在此背景之下,海晶集团开始积极调整产业结构,谋求转型发展。作为医药工业重要的物质基础,原料药在整个医药产业链中发挥着举足轻重的作用,化学原料药作为其中重要的一类,发展前景颇受业界关注。相比盐化产业,化学原料药行业具有产品利润率高、可持续发展性好、受世界经济影响小等优势,加之海晶集团拥有丰富的化工生产管理经验,因此公司想要把握市场机遇,进军原料药行业。然而风险与机遇并存,为确保项目的成功实施,实现企业发展的最终目标,本文以项目风险管理理论为基础,结合海晶集团原料药基地建设项目的独特特点,系统地对项目建设整个过程进行风险管理研究,不仅能为原料药项目的顺利建设提供保障,同时也将为海晶集团今后转型发展过程中的其他项目建设提供宝贵的经验借鉴。 本论文首先根据项目管理的工作重点和目标,结合原料药项目实际特点,将项目整体划分为决策、前期准备、建设和生产运行四个阶段,利用头脑风暴法和德尔菲法分别对这几个阶段中可能存在的风险因素进行详细分析,形成了海晶集团原料药基地建设项目各阶段风险清单。随后,确定了项目的风险评价指标及具体的评价标准,并根据项目风险清单,设计出了风险评价调查表,采用调查表获取了专家对项目风险发生概率和项目风险影响程度的评价,并利用风险矩阵确定出了各项风险相应的风险等级。最后,根据风险识别和风险评价结果,结合海晶集团在项目建设方面具备的经验条件,针对项目不同阶段存在的风险分别提出了相应的应对策略。此外,对原料药项目开展风险监控,强化风险因素监测与控制,从而确保项目管理目标的顺利实现。 | |
| 英文摘要: | Tianjin Changlu Haijing Group Co., Ltd, as a large national key enterprise of sea salt production, is located in the core area of Tianjin Binhai New Area, which has a long history of sea salt production. In recent years, as the requirement of the overall planning of Binhai New Area, a large area of salt pans have been expropriated, so the original resource advantages have been gradually reduced, which causes significant damage to the main business of sea salt production and the downstream chemical industry. Against this background, Haijing group starts to adjust the industrial structure actively to seek transformation development. As an important material basis of pharmaceutical industry, APIs play a significant role in the whole pharmaceutical industrial chain, and the chemical APIs, as one important category, its development prospects cause great concern. Compared with salt chemical industry, APIs industry has the advantages of high profit margin, good sustainable development and not easily to be affected by the world economy, in addition, Haijing group has rich chemical production management experience, therefore, the company wants to grasp the market opportunity to enter the APIs industry. Risks and opportunities coexist, however, in order to ensure the success of the project implementation, and achieve the ultimate goal of enterprise development, based on project risk management theory, combined with distinctive characteristics of APIs base construction project of Haijing group, this paper conducts a systematic study on risk management of the whole process of project construction, which will not only guarantee the smooth construction of APIs project, but also will provide valuable experience for other projects during the future transformation development process of Haijing group. According to the priorities and goals of project management, and in combination with the practical characteristics of APIs project, this paper firstly divides the whole project into four stages: decision-making, early-stage preparation, construction and production operation, and it makes detailed analysis of possible risk factors respectively for the several stages by using brainstorming method and Delphi Method, and forms a risk list of different stages for APIs base construction project of Haijing group. Then, it determines the project risk evaluation indexes and the specific evaluation standards, and according to the project risk list, it designs the risk assessment questionnaire, and through the questionnaire it obtains the experts’ assessment on probability of project risk and impact degree, and makes use of the risk matrix to determine the corresponding risk level. Finally, on the basis of the result of risk identification and risk assessment, in combination with the experience in project construction of Haijing group, it puts forward the corresponding countermeasures for the risks in different stages respectively. In addition, it conducts risk monitoring on APIs project and strengthens the monitoring and control of risk factors to ensure the smooth realization of the goal of project management. | |
