| 中文摘要: | 建设项目普遍存在于我们的生活中,比如我们的住房、学校、医院、道路、机场,等等,这些为对国民经济的增长起到了积极的影响,同时也为我们的生活带来便利。成本控制作为建设项目管理最重要的目标之一,关系到投资效益和社会经济效益的发挥,对项目成败起到至关重要的作用,因而受到了各个方面的高度重视。与此同时,这些以国有资金为主导的建设项目的成本控制都普遍存在一个突出的问题——投资超出概算现象。作为项目建设单位(业主),如何采用行之有效的管理方法对项目的成本进行有效控制,便成了建设项目管理的首要工作之一。本文以政府投资项目——天津青年职业学院新建项目为研究对象,在研究方法将工作实践与基础理论相结合,论述了挣值管理在建设项目成本控制全过程的应用。文章通过分析梳理相关理论,结合天津青年职业学院新建项目的特点,总结了挣值管理在建设项目成本控制的具体应用流程。在理论分析基础上,根据天津青年职业学院新建项目特点和成本的具体内容,在一开始就制定成本控制方案,建立起项目的成本责任制和实施保障措施;通过进度计划和费用计划的编制,确定项目成本控制的基准;在实施过程中收集数据,进行挣值分析,实现对成本和进度的集成控制;根据分析指标评价实施效果,对偏差采用纠偏措施,保证项目成本的可控。通过天津青年职业学院新建项目具体应用,挣值管理适合应用于建设项目管理活动,能够对建设项目的真实情况进行监控和管理,从而提高建设项目的成本控制水平。 | |
| 英文摘要: | Construction projects are commonly existed in our life. Such as our homes, schools, hospitals, roads, airports, and so on. They play an important role in the national economy, and bring convenience to our life. Cost Control has been paid more and more attention , because their amounts are huge, and they are directly related to the investment benefit and social economic benefit. But the cost management problems of the state-owned capital construction projects are very prominent. As owner, the effective management of cost control in the construction project management has become a top priority. The research object of the thesis is the new project of TJ Youth Professional College. Using the method of combining theory with practice, discusses the application of Earned Value Management in the whole process of construction project cost control. Through the way of analyzing the relevant theories, combined with the characteristics of project, the thesis summed up the specific application process of cost control in the management of construction project. And the thesis establish the project cost responsibility and safeguard measures by analyzing work process of project work decomposition structure and organization structure in the project practice. By making construction progress plan, determining the cost of the plan, establishing project control over the implementation of the baseline, collecting data in the process of earned value analysis, implementing the joint supervision cost and schedule, analyzing the implementation effect evaluation index and the deviation correcting measures, ensure the project cost control. The TJ Youth Professional College new project application, proof of the earned value management suitable for the construction project management activities, to monitor and manage the real situation of the construction project, so as to improve the level of construction project cost control. | |
