中文摘要：	摘　要近年来，随着社会的不断进步和发展，国家和民众对于环保的意识越来越重视。这种情况对于环境保护的领域就提供了相当可观的市场前景和发展的空间。为拓展新的业务领域，丰富产品种类，我公司结合自身的技术优势、产品种类和客户类型等因素，准备研发一种适用于海上采油平台的生活污水处理装置。传统的想到哪做到哪、无组织、无计划的研发模式会对时间和资源上造成十分严重的浪费，因此为了能降低产品前期的研发成本，提高产品的价格竞争力，使新产品能够按时、达标的顺利研究成功，使用先进科学的成本管理方法就变得异常重要。本文首先回顾了一下项目成本管理知识的基本内容和成本管理的研究方法，并主要介绍了成本管理中应用最为广泛的两种模型—WBS和挣值分析法。之后，以生活污水装置研发项目为研究案例，对项目本身的人员构架、生命周期、管理方法进行研究和讨论，总结研发项目本身存在的问题和漏洞。然后，结合理论知识和挣值分析法等手段对项目各个阶段的资源计划编制、成本估算、成本预算和成本控制等方面进行整体的优化，并使用优化的管理方案对研发项目进行指导，从而使管理制度得到优化，工作的效率得到提高，最终使研发项目的成本有所降低的效果。从项目最终的整体实施过程和最终的成本核算结果来看，使用先进科学的管理方法，能有效的改善和提高项目管理水平和最终的结果。因此，可以看出科学先进的管理方法对项目本身具有十分深远的意义。 关键词：产品研发项目；项目成本管理；挣值分析法
英文摘要：	Abstract In recent years, along with society's progress and development, countries and people to the consciousness of environmental protection is more and more attention. Therefore, environmental protection has a huge market and development prospects. To develop a new business areas, rich products, our company combined with its own technical advantages, product category and other factors, such as customer type, is applicable to prepare a production platform of sewage treatment plant. The traditional thought of what you do, unorganized, haphazard development mode to cause very serious waste of time and resource, so in order to decrease the cost of the early stage of the product research and development, improve the price competitiveness of products, make the new product on time, to mark the success research, using advanced scientific method of cost management becomes more important. This article first reviews the basic content of the project cost management knowledge and research methods of cost management, and mainly introduces the cost management of the most widely used two kinds of model - the WBS and earned value analysis method. After to sewage device research and development project as the research case, personnel structure, the life cycle of project itself, management method to the research and discussion, summarizes the loopholes and problems existing in the research and development project itself. Then, combined with theoretical knowledge and earned value analysis methods such as resources to each phase of the project planning, cost estimating, cost budget and cost control in the whole optimization, and use the optimization of the management plan to guide research and development projects, strengthen management, improve work efficiency, reduce the effect of the research and development costs. From the final overall project implementation process and the final cost calculation results, the use of advanced scientific management methods, can effectively improve and enhance the project management level and the final result. As a result, it can be seen that scientific and advanced management methods of the project itself has the very profound significance.
