中文摘要:我国在近几十年的快速发展中,由于各种原因,存在技术落后、设备性能差等问题,造成生产过程中能源浪费、污染严重等不可忽视的问题,因此节能减排成为我国目前面临的一项重要任务。针对节能减排的目标,我们应在石油化工、化工、建材、电力等重要领域寻求突破,采取有力措施。为了相应国家号召,并在目前国际国内化工行业不景气的情况下寻求生存,必须对现有工艺进行改进,节能减排,降低生产成本。而化工生产本身存在易燃、易爆、有毒、有害介质,工作环境复杂,要改进就必须首先进行风险识别,通过度量确定风险优先控制序列,再针对性的制定管控方案,保证生产安全,减少环境污染。这就要求对风险因素进行科学的管理,可见风险管理将成为项目管理中的重要一环。本文主要以项目管理及项目风险管理理论等方面的理论为研究基础,对化工生产装置在技术改造方面的风险运用风险识别的方法进行风险分析,找出其风险特征,然后再对风险进行评价,最后采取措施进行控制。本文在理论研究的同时以天津大沽化工厂氯乙烯装置裂解炉燃气系统改造项目为研究课题,通过理论研究与实践相结合的方法分析在项目改造过程中可能会发生哪些风险,根据项目实施的阶段将识别出的风险进行分类,在各个阶段在加以有针对性的应对。通过专家研究讨论确定可能发生的风险为项目决策方面、烧嘴的选择与工艺设计、项目管理与组织、重要设备及材料交货期、项目投产及投用后的效益风险等五种。本文在撰写时注重技术改造项目与风险管理理论的结合,旨为类似的技术改造项目风险管理提供一定程度的支持与帮助,偏于今后在项目风险管理中能针对性提供控制措施。 
英文摘要:The rapid development of our country in recent decades, due to various reasons, backward technology, poor equipment performance problems, cause energy waste and serious pollution in the process of production can’t be ignored problem, so the energy conservation and emissions reduction as an important task in our country are facing. According to energy conservation and emissions reduction targets, we should be in petrochemical industry, chemical industry, building materials, electricity and other important breakthrough in the field, take effective measures. To the corresponding state, and under the current international and domestic chemical industry is to seek survival, must be to improve the existing technology, energy conservation and emissions reduction, reduce the production cost. And chemical production itself is flammable, explosive, toxic and harmful medium, the complex work environment and to improve risk identification, we must first through the measurement to determine the risk priority control sequence, and corresponding control plan formulation. This thesis in project management and project risk management theory for the study of theory, etc, in technical reformation of chemical production unit of risk using the method of risk identification, risk analysis, find out the risk characteristics, and then evaluate the risk and take measures to control in the end. Based on the theoretical research of vinyl chloride cracking furnace gas system at the same time in Tianjin DaGu chemical plant renovation project as the research subject, analysis by using the method of combining theoretical research and practice in the reconstruction project which might occur during the process of risk, according to the project implementation phase will identify the risk classification, in various stages in the targeted response. Determined by experts to discuss the possibility of risk for the project decision-making, selection of burner and process design, project management and organization, the delivery of important equipment and materials. After the project put into production and putting-in-service proactively benefit risk and so on five. Paid attention to when the writing this paper the combination of technical transformation project and risk management theory, purport to similar technical transformation project risk management to provide a certain degree of support and help, in the future be targeted to provide control measures in the course of project risk management.
