中文摘要: | 项目采购管理作为项目管理尤为关键的组成部分,有着十分丰富的内涵。高效的项目采购管理是项目成功交付的重要条件,尤其对于工期紧、采购金额高和采购工作密集的项目,不当的采购管理轻则加大了项目的无用支出提高了项目采购成本,重则可能阻碍项目的正常实施,降低项目的经济效益,甚至造成项目的失败。而海洋石油工程建设项目本身又具有施工环境复杂、技术和劳动力密集、高投入高风险和有严格的工期控制的特点,这使得此类项目的采购工作通常面临时间紧任务重的矛盾,所以必须建立有效的项目采购管理体系,借助科学的采购管理方法充分发挥采购管理在项目管理中的战略作用,从而保证项目按时保质的交付。本文以中海石油A油田群开发工程项目为研究对象,在对此项目采购管理现状深度调研的基础上,详细探讨了A油田群开发工程项目采购策略、采购方式的制定以及采购全过程管理、控制,同时研究了各类项目采购管理工具在该项目采购过程中的应用。并进一步运用项目管理的思想,将这些零散的采购管理工具方法按项目采购管理的计划、实施及控制等全过程进行了整合归纳,使之成为一套完整的体系方案,旨在增强此类项目采购各关键环节运作的紧密性和配合性,使采购组织行为更加规范和协调,减少盲目性和未知性。最后,基于作者项目采购管理工作实际,提出了精细化采购流程来优化采购方案并提高采购效率的观点,总结了本文的研究结果、对同类项目采购管理的启示以及对下一步研究的展望。 | |
英文摘要: | Project procurement management is an important part of project management, containing abundant content. Effective project procurement management is the critical step to carry out the project successfully, especially for those projects which have tight schedule, high purchase cost, and compressed purchasing tasks. Invalid procurement management, as minor as increases useless project expenditure, causes higher project purchase cost, what’s worse, it could badly affect the implementation of the project, reduces the project profit, or even leads to the failure of the whole project. What is more, offshore oil construction project itself has the characteristics of complicated construction environment, intensive technology and labor force, high investment with high risk, as well as strict construction period control, which usually makes this type of project purchasing work fall into contradictive pressures on both time limitation and heavy workload. Therefore, it is high time for establishing effective project procurement system, with the help of scientific procurement management methodology, giving full play to the strategic role of procurement management in project management, to ensure the project could be delivered with high quality on time. This dissertation selects China National Offshore Oil Corporation (CNOOC) A oilfields development project as study object, on the basis of in-depth research on current situation of procurement management of this project, to detailed discuss A oilfields development project procurement tactics, procurement mode formulation, and whole purchasing process management and control. In the meantime, it studies the application of all kinds of project procurement management tools in this project procurement process. Moreover, under the thoughts of project management, integrates such scattered procurement management tools and methods according to the overall process procurement management (planning, implementing and controlling), to make it into a comprehensive systematic scheme, which aims at enhancing compactness and cooperativeness of every single key step in this sort of projects, to enable procurement organization behaviors to be more regulated and coordinated, with less blindness and uncertainty. In the end, based on the author’s working practices of project procurement management, proposing that optimizing procurement scheme and enhancing procurement efficiency by delicacy procurement management process, and summarizing research findings of this dissertation, the enlightenments for project procurement management within same category, as well as presenting outlook for further research. | |
