中文摘要：	在经济化发展越来越迅速的我国，影响国民经济的因素也越来越多。其中，水利工程对活命经济的影响尤为显著，已成为了支撑国民经济的重要部分。随着国家对于水利工程的重视，给予了水利工程大量的投入，除此之外，国家对于水利工程项目的监管以及控制，也逐渐提高了了其标准，尤其要求能够尽力把控工期长度、规避工程危险，并且努力缩减成本，提高效率。以上这些都促使进度目标在水利工程建设项目的四大目标—工期、质量、安全、成本中的重要性越来越突出。如何在确保以上其它关键指标的同时，采取适当措施实现工期目标越发重要。 在我国网络计划技术引进多年，已经非常成熟并己广泛应用，但是在实际应用中，大多数施工单位还是习惯使用甘特图作为进度控制的手段，或者即使编制了网络计划，真正按照计划实施的极少。当工期赶工时，往往采用经验的做法，虽然工期达到目标，但是成本超出预算或者质量降低，甚至进度失控，无法实现工期目标。 本论文首先介绍论文研究背景，分析本论文研究的目的及价值，论述了国内外研究现状；紧接着对论文的基础理论作了基本介绍，全面剖析展示永定新河治理一期工程项目进度控制过程中的理论和原理；随后以永定新河治理一期的工程为例，分析了该项目进度管理中存在的问题并研究总结了影响项目进度管理的各种因素；然后对永定新河治理一期工程工程项目进度计划的实施与控制进行研究，设计项目工作分解结构，进而制定项目进度计划，根据项目实际进度拖延的情况，分两步采取调整关键路线和压缩关键路线等措施调整项目进度计划，从而使进度计划满足建设需要；提出了一些项目进度管理相关的保障措施；最后对论文进行总结，概括本文所得的研究成果，指出本文研究的不足之处，并提出进一步研究的内容与方向。
英文摘要：	With the rapid economization in China,there are an increasing number of factors which have great affections on national economy.Water conservancy project has become one of the most important parts of supporting GDP. Paying more attention to the water conservancy project, the national government has been undertaking massive investment in this field. What’s more, the government develops and promotes the supervision and control standardization of the water conservancy project gradually, aiming to avoid construction risks, reduce the basic cost, improve efficiency and control the duration. All the factors above make the program schedule become more and more important to finish the four aims of the project,which are duration, quality, safety and cost. So how can we achieve all these goals while ensuring all these factors? Though the internet planning has been introduced to China for many years, most construction team like to use Gantt Chart to control the schedule. Sometimes they make internet planning, but they failed to follow it. So when time is running out, they often deal with the problems according to experience, which causes over budget, low quality, even progress runaway. First of all, I introduce the background of this thesis. In addition, the objectives and value are mentioned. What’s more, some theoretical foundations are explained and I analyze theories and principles for the first construction phase of new Yongding River. Then, I take the first construction phase of new Yongding River for example, show some problems which appeared during the construction and some factors that affected the schedule of the program. After that, I study the detailed schedule and controlling of the first construction phase of new Yongding River, design the concrete steps, adjust the planning of the construction by adopting a series of solutions, such as adjusting crucial route and adjusting the schedule in order to satisfy the need of the construction. Also, I come up with the safeguard measures. And in the last part, I make a conclusion,summarizing the achievements of this theme.Some disadvantages are also raised.
