中文摘要:传统钢铁企业炼焦副产的焦炉煤气直接掺混到炼钢焦炉煤气中,作为燃料气使用。随着低热值的加热炉在钢铁企业的应用,焦炉煤气大量剩余,被直接燃烧后排放,浪费资源,污染环境。我国天然气资源高度紧缺,所以钢铁企业以焦炉煤气为原料生产液化天然气。以焦炉煤气为原料生产液化天然气至今仅有十年的发展历程,可借鉴的项目建设经验很少,所以钢铁企业选择有经验的工程公司进行负责整个项目的设计及管理工作,其中EPCM项目模式就是能实现业主方要求的建设及管理模式。在EPCM模式下,工程公司负责液化天然气建设项目的设计、采购管理和施工管理,所有合同由业主直接和供货商及施工单位签署,所以工程公司对供货商和施工单位的管理是受业主方的极大影响和干扰。工程公司要求业主按照整个项目的进度计划按时招标采购、按合同要求付款。钢铁企业在执行上述工作中严重拖延,影响整个项目的进度,工程公司耗费大量的管理工作用于与业主的沟通。本文以上述内容为背景,通过分析工程公司对业主方的沟通管理工作,运用沟通管理的相关理论,研究EPCM模式下液化天然气建设项目的沟通管理方式、方法。全文共分为六章。在第一章绪论部分简要概况论文研究的背景与意义、讲述研究目的与研究方法,确定论文的研究内容和论文的框架。第二章对EPC和EPCM项目管理模式、沟通及项目沟通管理的有关理论进行回顾,简单介绍液化天然气建设项目和EPCM模式下液化天然气建设项目。第三章分析了EPCM模式下液化天然气建设项目的沟通框架,包括沟通独特性、沟通方式、沟通总体框架等。第四章提出解决EPCM模式下液化天然气建设项目的沟通管理中存在的问题的方式,包括沟通管理体系的建立、一般沟通管理方法和冲突状态沟通管理。第五章以山钢铁集团焦炉煤气制LNG项目为例验证研究成果。第六章结论,主要介绍了本文的研究成果及不足之处。 
英文摘要:Coal oven gas as by-product is used as fuel gas mixing into coal oven gas in traditional steelmaking enterprise. Lots of coal oven gas can’t be used up and be burned directly for low thermoal value furnace is applied to steelmaking, so it caused waste of resources and environmental pollution. Natural gas is very lacking in China, so it is good selction owners from steelmaking enterprise invest coal oven gas to LNG project. There is less engineering experience in coal oven gas to LNG project because it began to develope in China ten years ago, so steelmaking enterprises tend to select engineering corportion to design and manage the project, such as EPCM mode. For EPCM mode, the work scope of engineering corportion is design, procurement management and construction management, and owners sign contract with suppliers and construction organization, so it’s difficult to manage suppliers and construction organization. Engineering corporation requires owners should pay for equipment and construction according to plan. But owners always delay payment and cause schedule lag, and engineering corportion communicates frequently with owners for it. Based on above underground and analysis of communication between onwner and engineering corpration by communication management theory, communication management of LNG project in EPCM mode is researched. There are six chapters in thie paper. The first chapter outlines the researching background, the significane of framework and methods. The second chapter reviews related theories, including EPC mode and EPCM mode, theory of communication and communication management, Liquefied Natural Gas (LNG) project and Liquefied Natural Gas (LNG) project in EPCM mode. The third chapter analyses commucation frame of LNG project in EPCM mode, including uniqueness analysis, communication mode, total frame. The fourth chapter offers method of solving problems in communication management of LNG project in EPCM mode, including establishment of communication management system, general communication management method, and solution of communication management in conflict state. The fifth chapter verified research accomplishment through above—mentioned analysis and research,combing my practice in Shandong Steel group coal oven gas to LNG project. The last chapter is a conclusion, and introduces the research accomplishement and insufficient place of the paper.
