| 中文摘要: | 近些年来,随着我国房地产行业的不断发展,国家政策对于此行业的不断调控,市场化程度的不断加深,竞争不断加剧,整个房地产行业已经告别当初的高利润时代。房地产企业也越来越关注于自己的项目开发成本管理,特别是民营企业,思想转变非常迅速,反倒是国企背景的开发商基本没有建立比较完善的成本管理控制体系,这样就导致了开发成本得不到有效控制,各项费用支出超标。为了增强企业的市场竞争力,提高自身的生存能力,房地产开发企业迫切需要有效地控制与科学地管理项目开发成本。 本文首先对成本控制的概念和模式做了简单的回顾,而后重点归纳分析了项目成本控制及房地产项目成本控制的相关理论知识,特别是对项目成本控制的原理、流程、方法等理论做了详细的陈述。在以上这些研究理论基础上,对海建发公司的概况做了简单的表述,随后,详细分析了海建发公司目前阶段成本控制存在的问题以及分析出该公司在开发过程中成本难以控制的主要原因,通过研究和分析,建立了项目开发全过程的成本控制模型,并通过建立项目开发成本管理责任制度、建立动态成本控制程序、实施项目开发全过程成本控制等保障措施加以辅助,形成对成本的有效监督和控制。以房地产开发过程为研究的主要入手点,实施项目开发全过程成本控制,同时结合房地产开发全过程中的各个阶段出现的问题提出了成本控制的具体对策。 本文将项目成本控制理论与实际项目相结合,目的是通过研究分析得到一些具有实际应用价值的房地产项目成本控制的对策与措施,为国企背景下房地产开发商有效地控制成本,提高自身的生存能力提供一些参考。 | |
| 英文摘要: | In recent years, the real estate industry in China has experienced continuous growth, constant regulation by national policies, deepened marketization and intensified competitions, and the whole industry has been parted from the high-profit era. Real estate enterprises have become increasingly concerned about cost management in project development. Private enterprises, in particular, have shifted their thoughts rapidly. Nevertheless, developers from state-owned enterprises have not established relatively complete cost management and control systems. As a result, they fail to effectively control development cost or to make ends meet. In order to enhance market competitiveness and improve survivability, real estate development enterprises need to effectively control and scientifically manage project development cost. The paper firstly reviews the concept and patterns of cost control, and then summarizes and analyzes project cost control as well as relevant theoretical knowledge about it in real estate projects, particularly elaborating its principles, processes and methods. Based on these researches and theories, this paper makes a simple introduction about Marine Construction and Development Corporation and analyzes problems of the corporation in cost control and main causes thereof. Through researches and analyses, the paper sets up models for cost control throughout the whole process of project development, establishes accountability systems for project development and management as well as procedures for dynamic cost control, and takes safeguard measures such as implementing cost control throughout the whole process of project development, with a view to effectively supervising and controlling cost. Besides, by focusing on the process of real estate development in this research, the paper implements cost control throughout the whole process of project development, and puts forward specific strategies for cost control by combining problems that occur in various phases of the process. By combining project cost control theories and real projects, the paper aims to provide practical strategies and measures for cost control in real estate projects through researches and analyses, so as to give some references to real estate developers from state-owned enterprises to effectively control cost and improve survivability. | |
