中文摘要：	随着国民经济的发展，我国电网规模不断扩大，电网的结构与运行方式也越来越复杂，使得电力系统的运行面临着极大的挑战。继电保护仪器作为电力系统正常运行的保障，其是否正确保护动作对电力系统来说至关重要，因此需要定期对继电保护仪器进行校验。根据历年电力行业发生的事故原因分析，我们发现在进行继电保护校验时因操作不当或其他原因导致事故发生的比例较大，引起的事故影响很大，所以做好继电保护校验的风险识别与应对意义重大。本论文以渤化永利热电公司继电保护校验项目的内容和风险种类为基础，围绕着人的误操作、被校验设备存在的隐患状态和继电保护校验项目风险管理的疏忽的相关问题，全面的识别该项目在生命周期内出现的风险，并提出相应的风险应对策略，目标是避免或降低人身伤亡和人为责任电气事故发生的可能性。本论文首先对有关文献和理论进行了深刻地研究，其中包括项目风险管理理论、继电保护校验项目的定义及研究现状等，使论文在理论上有了文献的支撑；随后对天津渤化热电继电保护校验项目进行了概述，最后根据渤化永利热电公司继电保护校验项目风险管理的现状及其存在的问题，指出了开展继电保护校验项目风险管理的必要性。通过历史资料、工作经验和问卷调研收集项目风险因素作为初选，选择适用于该项目的头脑风暴法、访谈法和德尔菲法对渤化永利热电公司继电保护校验项目进行了风险识别，总结出了风险清单；最后结合识别出的各种风险制定出了较为科学合理、有效的应对措施，为日后项目开展全过程风险管理提供理论依据和实践参考，从而进行有效防控，保证项目达到预期目标。
