中文摘要：	随着我国经济和社会的不断发展，环境影响评价法制化工作的日趋完善，环境影响评价工作在环保行业和工程咨询领域越来越重要。越来越多的独立的第三方环境影响评估机构通过招投标过程开始承担建设项目的环境影响评价工作，环境影响评价机构如何按市场化运作模式要求，采用现代的项目管理方法，对建设项目环境影响评价工作开展有效的项目管理，从而保证环境影响评价项目达到各利益相关方的需求与期望，得出科学合理的评估结论，显得尤为重要。本文首先分析了环境影响评价项目的特点及其传统项目管理方式存在的问题，在项目管理理论和项目生命周期理论基础上以W烯烃环境影响评价项目为实例对环境影响评价项目各阶段进行了分解并开展研究。通过W烯烃环境影响评价项目的启动阶段，项目的规划阶段，项目的实施阶段，项目的结束阶段的相关研究，建立了科学的项目管理手段和评价体系，确保W烯烃环境影响评价项目各阶段均在项目管理有效控制目标之内。 W烯烃环境影响评价项目管理工作的成功实施，证明了环境影响评价项目采用项目生命周期理论开展项目管理工作的可行性，提出了环境影响评价项目管理注意事项和提高方向，为环境影响评估机构科学合理的运用现代项目管理理论管理环境影响评价项目提供了参考，具有一定的理论价值与实践意义。
英文摘要：	With the development of economy and society, the legal environmental impact assessment is becoming more perfect. The environment impact assessment is becoming more important in the environment protection field and consultation field. more and more independent third party environmental impact assessment agencies began to carry out the environment impact assessment of construction projects through the bidding, environment impact assessment company with the market operation pattern and modern project management methods shall carry out effective project management to meet the needs and expectations of the various stakeholders . It is particularly important. This thesis analysis the existing problems of environmental impact assessment and the characteristics of these projects using the traditional method, this thesis study the environment impact assessment W olefin project in each stage of decomposition based on the life cycle theory and the problems. For the environmental impact assessment establishment one scientific project management and evaluation system for W olefin project start-up stage, project planning, project implementation stage, the end to ensure that the environmental impact assessment of W olefin in different stages of the project are in the project management and effective control within the target. The success of the environmental impact assessment for olefin project prove the feasibility using life cycle theory for the environmental impact assessment project, it put forward the project management considerations and improve the direction.it provides reference for the agencies with the scientific and reasonable management system, it has theoretical value with certain practical significance.
