中文摘要:石油化工工业作为重要的国民基础工业,是我国支柱性产业之一,近年来发展迅速,同时受日益严峻的安全、环保形势要求,各地石化行业向着规模化、集中化、园区化发展,新建项目遍地开花。但是石油化工项目相较于其他工程类项目,具有投资大、规模大、工期长、易受国家政策市场环境影响、施工操作人员众多等特点,此外由于石化行业的特殊性,其处理的物料大都具有易燃易爆、有毒有害等特性,故而要求相关设备、管道可承受高温、高压、化学腐蚀等特殊条件,而其多数从业人员仅具有化工专业技能,缺乏管理相关知识,因而石化项目具有更大的风险性。近年来频频发生的石化项目恶性安全、环保事故更是说明了这一点,所以对石化项目进行风险管理是非常必要,也是必须的。本文通过对渤化永利公司醇醛回收项目进行风险管理研究,以期为其他石化项目进行风险管理研究提供一定的参考作用。本论文首先对项目风险管理理论进行了回顾和系统的研究,明确了风险的定义和项目风险的来源、存在的必然性及不可消除性,阐明了项目风险的一般管理研究过程包括项目风险识别、项目风险度量、项目风险应对和项目风险控制。随后对比了国内、国外工程类项目风险管理研究的发展和应用现状,认识到西方发达国家在项目风险管理研究方面的先进性,应用的普适性、全面性,对比我国现状,虽然有一定的相关研究和应用,但还不够深入和广泛。其次通过对石油化工项目的一般特点、实施过程和风险因素进行分析总结,进而归纳醇醛回收项目作为石油化工项目的特点和独特性分析。本文通过综合应用流程图法、系统分解法、头脑风暴法,识别出醇醛回收项目在三个主要阶段的七项项目风险,即设计阶段的质量风险,施工阶段的安全风险、质量风险、工期风险和投料试生产阶段的安全风险、环保风险、质量风险。随后采用专家法、风险矩阵分析法对识别出的项目风险进行可靠、有效的度量。此外本文还针对投料试生产阶段因化工工艺原因引发的安全、环保、质量等风险,应用了HAZOP分析法,进行全面的风险识别、度量、现状应对和改进措施。最后依据项目风险的分析情况制定了有效的风险应对措施,通过降低风险概率、减少风险诱发原因、降低风险引发后果的方式切实提高了项目设计质量、施工质量,增强了项目安全性、环保可靠性,保障了项目工期,最终实现醇醛回收项目按时一次投产成功,达到了降低项目整体风险的目的。 
英文摘要:Petroleum and chemical industry as an important national industrial base, is one of the pillar industries in China, the rapid development in recent years, at the same time by the requirements of safety and environmental protection increasingly grim situation, throughout the petrochemical industry to large-scale, centralized, park development, new projects blossom everywhere. But compared to the other petrochemical project engineering project with large investment, large scale, long construction period, vulnerable to the impact of national policies, market environment construction operators many features, in addition due to the particularity of the petrochemical industry, the processing of materials are flammable, toxic and other characteristics, so demand related equipment, pipeline can withstand high temperature and high pressure, chemical corrosion and other special conditions, and most of its employees with only chemical professional skills, lack of management knowledge, the petrochemical project is more risky. In recent years, more and more petrochemical projects, such as vicious safety and environmental protection accidents, illustrate this point. Therefore, it is necessary to carry out risk management for petrochemical projects. In this paper, the risk management research of alcohol and aldehyde recycling project of Bohua Yongli chemical industy Co., Ltd was carried out to provide a reference for risk management research of other petrochemical projects. This paper first reviews the system of project risk management theory, the inevitability of the existence of the origin, the definition of risk and project risk and can not be eliminated, clarifies the general project risk management research process including project risk identification, project risk measurement, project risk response and project risk control. Followed by the development and application status of domestic and foreign research on risk management of engineering project, to realize the advanced western developed countries in the research of project risk management, the application of universal, comprehensive, the present situation of our country comparison, although there are some research and application, it is not thorough and extensive. Secondly, the general characteristics, implementation process and risk factors of petrochemical projects are analyzed and summarized, and then the characteristics and unique characteristics of the alcohol and aldehyde recycling project as petrochemical projects are summarized. In this paper, through the comprehensive application of flow chart method, system decomposition method, brainstorming, identify the aldol recycling project risk in seven key project risks three main stages, the quality risk of the design phase, safety risk, quality risk, schedule risk of the construction phase, and safety risk, environmental risk, quality risk of the commissioning stage. Then, the expert method and risk matrix analysis method are adopted to measure the risks of the project reliably and effectively. In addition to commissioning safety, environmental protection, quality production stage for chemical process causes the risk, the application of HAZOP analysis method, comprehensive risk identification, measurement, response and improvement measures. Finally, based on the analysis of project risks to develop effective measures to deal with risks, reduce the probability of risk occurrence and incentives, reduce the risk of causing serious consequences and impact, and effectively improve the quality of the project design, construction quality, enhance the project safety and environmental protection of the project schedule reliability. Ultimately, the alcohol and aldehyde recycling project on time once a successful operation, to reduce the overall risk of the project objective.
