中文摘要：	项目时间控制是项目管理的重要内容之一，而项目报批报建工作在项目时间控制时影响项目前期工作以及后期施工活动顺利开展的重要因素。而项目建设规模大，持续时间长，前期报批报建活动内容复杂，涉及的利益相关者多，对前期工作的项目时间控制影响很大，如何更好的控制项目前期文件报批报建的项目时间控制是项目项目时间控制管理体系中急需研究的一个问题。而对于项目时间控制方面的研究大多学者都从施工角度展开，当前又处于政府转型的阶段，项目管理者需要更好的借助这个机会加强对项目前期文件报批报建项目时间控制的管理。本文以房地产项目报批报建时间管理为研究对象，对其活动过程从项目时间控制管理角度进行了研究。文章由项目报批报建工作入手，首先对于项目报批报建工作给出了明确定义，然后对项目报批报建工作的作用进行了阐述。在文章首先对项目报批报建的相关理论进行了回顾，总结归纳了项目管理及项目时间管理的主要方法，为后面报批报建工作时间控制方法的研究打下了基础；第二，文章总结了项目报批报建时间控制总体框架并阐述了项目报批报建的特殊性，结合项目报批报建控制图和系统图分析了项目报批报建各环节间的制约关系；第三，文章较完善的阐述了项目报批报建时间控制的方法，研究了项目报批报建中时间控制的检测、分析、纠偏、变更方法，并依靠项目甘特图梳理项目报批报建的关键路径，运用计算机系统将报批报建活动进行了模式化总结；最后，将研究的方法应用于项目报批报建的实际案例当中，对研究方法进行了检验，并在实际运用当中加深了对项目报批报建工作时间控制方法的理解，加深了对相关理论知识的理解，为后续工作开展打下了良好的理论基础。
英文摘要：	Project time control is an important content of project management, and at the time of the project time control project approval to establish work late affect the work for pre-project and an important factor of construction activities carried out smoothly. And project construction scale, long duration, prior approval to establish the activity content is complex, involving many stakeholders, the project time control of the preliminary work, how to better control the early stage of the project file approval to establish the project time control project project time control in the management system is an urgent need to study a problem. Time control for the project research scholars are mostly from the Angle of construction, and the current in the phase of the government transformation, project managers need to be better with the aid of this opportunity to strengthen control of the early stage of the project file approval to establish the project time management. In this paper, the early stage of the project file approval to establish as the research object, the process of its activities from the perspective of project time management control is studied. Articles from project approval to establish work, this paper first gives a clear definition of the project approval to establish work and then to the role of project approval to establish work are expounded. In this paper it reviews the relevant theories of project approval to establish, sums up the main methods of project management and project time management, for the approval to establish working time control method of the research laid the foundation; Second, the article summarizes the project approval to establish time control the overall framework and expounds the particularity of project approval to establish, combined with the project approval to establish control diagram and the system diagram analysis for project approval to establish relations between each link; Third, the article elaborated this project approval to establish more perfect time control method, studies the time control in the project approval to establish method of detection, analysis, adjustment, alteration and rely on project gantt chart combing project approval to establish the critical path, using computer system modeling is made for the approval to establish the activity summary; Finally, the research methods used in project approval to establish the actual cases, the methods of study on inspection, and in the actual use of deepening the understanding of the project approval to establish working time control method, deepened the understanding of the relevant theoretical knowledge, laid a good theoretical basis for the follow-up work.
