| 中文摘要: | 随着全球工业化进程及社会经济的高速发展的加速,人们不断增加对环境的需求。影响环境的方式、程度、范围等方面,都不同于工业革命以前,相对增大了对环境的压力。而由环境产生的问题,不仅破坏了环境资源,也损害了人类的身体健康,妨碍着国家社会经济的可持续性发展。近些年来,作为重要的环境风险源的化工类企业,因其项目投资规模大、建设周期长、工艺复杂、涉及专业及风险因素多等特点,并且生产装置大多具有易燃易爆、高温高压、强腐蚀剧毒等特性,在生产过程中,频繁地发生重大性的突发性环境事故,不断地影响破坏周围的环境。因此,目前人类已逐渐将对化工项目生产中所引发的环境风险管理研究作为了社会上关注的热点。本文以汉沽盐场中TBBPA项目为依托,运用项目风险管理的理论,对此TBBPA项目中生产运行条件下所产生的环境风险管理进行研究。在借鉴和学习国内外相关理论成果的基础上,在研究过程中,运用国家相关规范规定结合现有相似项目的经验以及定量与定性分析结合的方法,对TBBPA项目生产过程中面临的由项目引发的环境风险进行研究分析。首先根据汉沽盐场TBBPA项目的实际情况,主要在污染物的产生环节以及主要事故发生源及污染物的种类、厂区周边环境等几个方面进行了项目环境风险分析,同时对这些风险因素进行了识别,识别出此项目物质风险事故和发生恶性事故的风险因素,并在后文中针对识别出的环境风险因素进行全面细致的评价,计算出事故发生率以及事故发生后的危害。最后本文指出了生产企业对项目环境风险的管理监控措施,以及在事故发生后的应对措施,同时提出了该项目的事故应急预案。本文通过了解生产过程中事故发生危害性和加强预防事故监测与应对措施,以降低生产企业在发生风险事故时所造成环境污染的危害程度。并为不同环境风险的应对采取相应的处理措施,且将提出的方法应用到具体的项目上,为不同环境风险提出相应的对策和见解。研究的成果对TBBPA项目生产过程中减少环境风险损失、制定控制对策和增加经济效益具有一定的参考和应用价值。 | |
| 英文摘要: | With the acceleration of the global industrialization process and the rapid socio-economic development, people are increasing their demand for the environment. Affect the way the environment, extent, scope, etc., are different from the industrial revolution before, the relative increase in the pressure on the environment. The problems caused by the environment, not only undermine the environmental resources, but also damage the human health, hinder the national socio-economic sustainable development. In recent years, as a major environmental risk source of chemical companies, because of its large investment projects, long construction period, complex processes, involving professional and risk factors and more. And production devices are mostly flammable and explosive, high temperature and high pressure, strong corrosion and other characteristics of poison, in the production process, the frequent occurrence of significant sudden environmental accidents, continue to affect the destruction of the surrounding environment. Therefore, at present, human beings have gradually made the study of environmental risk management in the production of chemical projects as a hot topic of social concern. Based on the TBBPA project in Hangu Salt Farm, this paper studies the environmental risk management in the TBBPA project under the operation risk of the project using the project risk management theory. Based on the research and research on the relevant theoretical achievements at home and abroad, in the course of the research, the use of the relevant national regulations to combine the experience of similar projects and quantitative and qualitative analysis of the combination of TBBPA project production process is triggered by the project The environmental risk of the study and analysis. Firstly, according to the actual situation of the TBBPA project in Hangu Salt Farm, the environmental risk analysis of the project is carried out mainly in the aspects of the generation of pollutants and the main accidents and the types of pollutants, the surrounding environment of the factory and so on. At the same time, these risk factors are identified , Identify the risk factors for material risk accidents and vicious accidents, and then in the following for a comprehensive and detailed assessment of the identified environmental risk factors to calculate the accident rate and the hazards after the accident. Finally, this paper points out the management and control measures of the project enterprise's environmental risk of the project, and the response measures after the accident, and puts forward the emergency plan of the project. This article through the understanding of the production process of the occurrence of accidents and enhance the prevention of accident monitoring and response measures to reduce the production enterprises in the event of a risk accident caused by environmental pollution hazards. And to deal with different environmental risks to take appropriate measures, and the proposed method applied to specific projects, for different environmental risks put forward the corresponding countermeasures and insights. The results of the study have some reference and application value to reduce the environmental risk loss, develop the control strategy and increase the economic benefit in the TBBPA project production process. | |
