中文摘要：	当前，中国经济发展速度减缓，从快速向平稳转变，而基础设施项目的需求却不断增加，特别是对高速公路的需求在西部地区十分强烈，高速公路项目有着巨大的发展空间。高速公路的建设有助于加强城际和省际的联系，有利于公路运输的进步。然而，高速公路项目的建设需要大量的资金支持，仅仅依靠政府传统的资金支持，很难达到资金量的要求，容易造成资金周转困难，阻碍项目推进。近几年从中央到地方，深化改革开放、加强制度改革和组织体系改革，促进了政府与社会资本的合作。在对高速公路日益强烈的需求和政府无法提供充足的资金支持的矛盾下，亟需创新的模式和方法使社会资本参与到高速公路项目的建设中，来缓解政府财政的压力，最终PPP（Public-Private- Partnership)模式满足了这一要求，这种模式既能分担政府的财政压力，满足项目的资金需求，又使政府不失去对项目的参与性和控制地位，一举多得。 社会各界都在对PPP进行广泛而深入的研究与探索，目前对一个成功的PPP项目必要的条件认识为：稳定的政治环境、合理的融资分配、合理的企业收益、优质的建设管理者、健全的法律保障、适宜的监督机制。根据大量的理论和案例研究，我们可以得出以下观点：一、法律法规变化对PPP项目影响大，PPP模式缺乏完整的法律保障体系，法制化进程仍有待进一步加强与深化；二、政府对承诺和协议不遵守，或者政府机构变动或换届后不承认以前的承诺和协议，给PPP建设项目造成严重阻碍甚至导致项目失败，这是政府信用缺失的表现；三、在前期筹备阶段和后期特许经营阶段，项目公司缺乏融资途径、融资方法不成熟，经营管理不善、市场需求达不到预期等对项目造成影响，产生重大问题，造成损失。本文主要对PPP模式下的YW高速公路项目建设全过程各阶段引起问题的内外部影响因素进行分析研究，通过对影响因素识别，找出影响因素的具体内容，依据影响因素的具体内容提出积极的改进策略，以使影响因素对项目的影响达到最小甚至消除影响，从而为我国高速公路的开发和建设提供一些参考，为PPP模式的进一步优化提供一些可用的思路。
英文摘要：	At present, the development of China's economy has slowed, from rapid to smooth, increasing the demand of infrastructure projects. Especially, the demand of the expressway in the western region is very strong, and the highway project has a huge space for development. Highway constructions that can help strengthen the inter-city and provincial, is benefit to the progress of road transportation. The highway project construction, however, requires a lot of financial support. It is difficult to meet the required amount just relying on the traditional government financial support, and it’s easy to cause the capital turnover difficulties hindering the project progress. In recent years, from central to local, deepen reform and opening up and strengthening the reform of the system and organization system reform, promote the cooperation of government and social capital. Under the contradiction between highways increasingly strong demand and the government cannot provide sufficient funds to support, innovation mode and method in urgent need which make social capital to participate in the highway project construction can relieve the pressure on government finances. Eventually the Public Private Partnership model meets the requirements and this model can share the government's financial pressure to meet the capital needs of the project, at the same time it doesn’t lose the government participation and control status of the project, fully staffed. The social from all walks of life are in the PPP extensive and in-depth research and exploration, The necessary conditions for a successful PPP project know as follows: the stable political environment, reasonable distribution of financing, reasonable profits, high-quality construction management, sound legal protection, and appropriate supervision mechanism. According to a large number of theory and case study, we can draw the following views: First, the laws and regulations affect the change of the PPP project, the PPP mode the complete lack of legal protection system, legalization process remains to be further strengthen and deepen. Second, the government does not comply with the commitment and agreement, or changes in government agencies or transition does not admit of commitment and agreement before, after a serious impediment to the PPP construction projects due to even lead to project failure, this is a manifestation of the lack of government credit. Third, in the early stage of the preparatory stage and late stage of franchising, the project company lacks of financing channels and methods and has poor management and low level of market demand, having a big problem and causing damage. The thesis analysis and researches internal and external influencing factors, in different stages of the whole process of YW highway construction project, about the PPP mode. By identifying factors, we find out the influencing factors of the content and put forward the improvement strategy of actively, making the influence factors on the project to minimize or eliminating the influence of impact. The thesis provides a reference for development and construction of highway in our country, and provides available ways to further optimize the PPP mode.
