| 中文摘要: | 随着国际油价的持续低迷,2014年6月至今,将石油行业作为主要服务对象的A公司营业环境迅速恶化。如何通过优化采购管理,进一步提高经营效率和资源整合能力成了A公司不得不面对的关键问题。 本篇论文以石油行业安全环保技术服务采购效率提升为主要研究目标,从采购组织重建、项目分类策略制定、采购流程优化、供应商评价与选择四个方面着手设计采购效率提升方案。首先,从采购组织的重新构建、制定项目分类采购策略两个方面提出了A公司采购策略优化的可行措施;其次,采用IDEF0功能分析法、甘特图法、关键路径法对采购管理流程进行了详细分析与优化设计,并提出了逐步完善采购效率考核机制、适度制定采购管理问题修正措施等采购管理对策;然后,结合A公司经营管理要点,采用德尔菲法向专家团队征询意见,选定了7个基本评价指标和14个深度评价指标,建立了供应商评价标准与选择模型,收集A公司合作供应商和潜在供应商的评价信息后,采用信息熵权法计算各评价指标的熵权值,对同类项目的供应商进行评价;最后,根据A公司的实际问题,提出了动态评价、建立长期合作关系,特殊情况下暂缓入库或者免入库,根据需求提前建立供应商短名单等管理对策。 本文针对A公司现实问题提出了具体的改进建议,并设计了可行的优化方案和实施模型,以期能够从根本上提升A公司的采购效率。但是,要想把研究成果真正地运用到实际管理活动当中还需要一个循序渐进的过程。因此,本人将在今后的采购管理工作中继续进行深入思考,探索A公司采购效率提升的有效途径,在具体实施环节逐步推进与完善,力争为A公司采购效率的全面提升做出进一步的贡献。图18幅,表34个,参考文献34篇。 | |
| 英文摘要: | With the continuing downturn in international oil price, since June 2014, the business environment of A-Company which mainly serves petroleum industry is rapidly deteriorating. In order to improve the management efficiency and resource integration capability, we must take into consideration the specific measures and methods of optimizing the procurement management. This thesis is mainly aimed at improve the procurement efficiency of safety and environmental protection technical services in the oil industry. Based on procurement organization reconstruction, item classification strategy-making, procurement process optimization and supplier evaluation& selection, this thesis puts forward the concrete research plan for improving the procurement efficiency. First of all, the thesis also brings up feasible measures for procurement strategy optimization by means of restricting procurement organization and establishing classification strategy. Secondly, the author analyzed and designed the optimization process by adopting IDEF0 function modeling, Gantt Chart and Critical Path Method. Also, the thesis suggests setting the procurement efficiency as an assessment factor, formulating appropriate corrective measures for the management problems and so forth. Then, using the Delphi Method to ask for advice from experts, this thesis sets up 7 basic indexes & 14 depth evaluation indexes, and builds the supplier evaluation and selection model on the basis A-Company management objectives. After collecting the evaluation information of A-Company suppliers and potential suppliers, the author calculated the entropy weight of each index by using Information Entropy Weight method and evaluated the suppliers serving for similar procurement items. Finally, putting forward some targeted suggestions, such as the dynamic supplier evaluation, the establishment of long-term cooperative relationship, postponing or exempting from audit for supplier in exceptional circumstances, forming a short list of suppliers ahead of requirements schedule and so on. According to the actual situation of A-Company, this thesis presents the concrete improvement suggestion, and designed the feasible optimization plan and the implementation model, so as to improve procurement efficiency. However, a gradual process is essentially needed for us to perfectly apply the research program to practical management activities. Accordingly, I will be moving further into researching, implementing and ameliorating the methods of improving procurement management efficiency, and contribute to the continuous enhancement of procurement management.
