中文摘要: | 中国农业发展银行成立于1994年11月,是中国三大政策性银行之一,也是唯一的农业政策性银行,由国务院直接领导。农发行成立以来,具有政策行特性的同时根据现代银行的基本要求,通过积极深化体制改革,逐步形成了政策行特有的以封闭管理为核心的贷后管理模式,可以更有效得完成粮棉收购任务,对防范控制信贷风险发挥了积极作用。但随着新贷款业务的陆续开展,原有的贷后管理模式已不能完全适应新形势的需要,从发生不良贷款的贷款企业案例中可以看出,“重贷轻管”的现象普遍存在。贷款的诸多环节包括受理、调查、发放、监管等,其中贷后监管是是容易造成贷款损失的重要环节,也是有效保证信贷资金安全、有效防范信贷风险的重要环节,有重大管理责任。目前银行贷款损失,贷前调查不充分、评估不客观是一部分原因,贷后管理不完善、制度落实不够也是很主要的原因。因此,本论文将从贷后风险管理和内部控制角度研究如何加强和完善贷后管理,降低风险,提高信贷管理质量。 本文共分六个章节。首先介绍了研究背景和选题意义,以及国内外文献综述和论文结构与内容。通过总结贷后管理与信贷风险管理的相关理论,研究农发行BH分行贷后风险管理现状,介绍当前农发行BH分行的运行状况及现有的对企业的风险评估和贷后管理体系,通过选取两家贷款企业的不良贷款实例,从内控等角度分析产生不良贷款的问题及成因。之后从贷后风险监管、贷款质量分析和行内内控制度来提出对农发行BH分行贷后风险管理模式的优化方案。并从资金、权限、客户风险管理系统、内部审计监管等方面研究措施来保障贷后风险管理的实施。最后为研究结论与展望。 要确保农发行信贷业务稳健及有效发展,完善贷后管理是十分重要的。只有完善内部控制制度,提高信贷管理质量,才能有效的进行贷后风险管理。 | |
英文摘要: | Agricultural Development Bank of China(ADBC), as one of the three Chinese Policy Banks and the only Chinese Agricultural Policy Bank, was established in 1994. ADBC is a State-owned agricultural policy bank under the direct administration of the State Council. Since its foundation, according to the basic requirements of contemporary banks. After starting revolution and inter construction of the constitution, ADBC ran the business as post-loan management, which played a positive part in the procurement, reserve and marketing of grain, edible oil and cotton in compliance with the State Council's plan. But as new business coming into the scheme, the previous management mode cannot meet business requirements. However, referring to some business cases, ignorance of management after loan is becoming a popular issue. Post loan management is an important approach for risk control when several sessions are in included, but it could also be the key point leading to great loss. Among the loss of bank loans, part is due to inadequate research and subjective evaluation of the beneficiaries, most of the loss is resulted from not-timely management, implementation failure and some other factors. In this paper, we are going to discuss about how to improve post loan management to decrease the risk, to figure out a way to improve the quality of loan management. This paper consists of six chapters. Chapter one introduces the background and the meaning of this research, as well as the reference general and the structure of this paper. Chapter two talks about the theory about the post-loan management and risk-control management. Chapter three introduces the current condition about ADBC BH branch, post-loan management, business evaluation and after-loan management. Using two negative sample, start from the direction of internal management to analyze the issues. Chapter four offers optimization plan for ADCH BH branch, referring to post-loan management, loan quality analysis and institution internal management. Chapter five comes up with some approaches to promise the implementation of post-loan management, studying fund, authority, customer risk management system and internal audit control. In Chapter six we will come to conclusion and the outlook. As we know, it is important to enforce post-loan management, promise the business running healthily. Only when we improve the internal management and improve the loan quality, can we control the risk efficiently and effectively. | |
