中文摘要:当前,随着我国西北、东北、西南和海上四大油气进口战略通道建设,我国管道建设迎来良好发展的机遇,但是管道建设大规模推进的同时,现有项目管理模式在实践运行中已暴露出不少问题,需要探索出一种新的管理模式以适应可持续的发展要求。本文通过参考国内外先进的、成熟的并行工程理论,并结合我国管道建设管理的实际情况,提出管道建设的并行工程管理,以实现进度加快、成本降低、质量提高等管理目标,满足业主、运营单位的要求。 首先,从理论角度,重点介绍了并行工程理论,从定义、历史来源、前提条件和构成要素等方面介绍了并行工程的基本概念,阐述了并行工程的群组协同性、集成性、并行性、信息共享的特点,介绍并行工程在产品制造中已产生的缩短开发周期、降低成本消耗和提高产品质量等作用。 然后,在总结我国管道建设的历史发展和管理模式的基础上,以工程总承包存在的问题为突破口对管道建设运用并行工程管理进行可行性分析,通过对管道建设与产品制造类比分析,管道建设管理的目标与并行工程的作用分析、管道建设的并行工程管理预期分析,得出运用并行工程管理的可行性。 其次,从介绍CEMPC的基本概念开始,并从招标方式、合同体系、信息集成系统、虚拟施工技术等支撑要素对CEMPC的框架结构进行设计,为并行工程在管道建设中实施提供相适应的环境基础。以组建CFMT为重点引入CEMPC模式组织整合,并阐述了组织整合原则和CFMT实施协作机制;借鉴并行工程的过程集成理论,对管道建设全生命周期的不同阶段进行过程重组,并利用IDEF0建立了并行管理流程,还介绍了施工阶段的过程重组。 最后,以求大管道为实例,介绍了项目招标与合同模式、组织整合与CFMT组建、信息集成系统等CEMPC模式实施框架,并结合具体的工程管理施工情况从组织整合、提前准备和过程重组等方面介绍了运用CEMPC理念后的效果。 通过对以上四个方面的研究,本文将并行工程的应用拓展到管道建设行业,为解决当前管道建设存在的问题开辟了新的途径。 
英文摘要:At present, with the construction of channel import strategy in China's northwest, northeast, southwest and four offshore oil and gas pipeline construction in China ushered in a good development opportunities, but to promote large-scale pipeline construction at the same time, the existing project management mode in the practice has exposed many problems, need to explore a new management mode to adapt the sustainable the requirements of the development. Concurrent engineering theory by referring to the domestic and foreign advanced and mature, and combining the actual situation of our country pipeline construction management, puts forward the management of concurrent engineering in pipeline construction, to accelerate the progress of implementation and reduce the cost, improve the quality of the management objectives, meet the owners, operating unit requirements. First of all, from the angle of theory, introduces the theory of concurrent engineering, introduces the basic concepts of concurrent engineering from the definition, historical origin, conditions and other aspects of the elements, expounds the characteristics of concurrent engineering group collaboration, integration, parallelism, information sharing, the concurrent engineering has been produced in product manufacturing to shorten the development cycle and reduce the cost of consumption and improve product quality. Then, based on the summary of the historical development of our country pipeline construction and management mode, the existing engineering contracting problem as a breakthrough for pipeline construction using concurrent engineering feasibility analysis, through the pipeline construction and manufacturing analogy analysis, parallel analysis, pipeline construction management goal and concurrent engineering role in pipeline construction the project management is expected to draw a parallel feasibility analysis, project management. Secondly, starting from the basic concept of CEMPC, the design of the frame structure from the tender, contract system, information integration system, virtual construction technology and other supporting elements of the CEMPC, to provide a basic environment for concurrent engineering to implement in pipeline construction. To set up the CFMT to focus on the introduction of integrated CEMPC model, and expounds the organization integration principle and implementation of CFMT cooperation mechanism; reference process integration theory of parallel engineering, different stages of the whole life cycle of the pipeline construction process reengineering, and use IDEF0 to establish a parallel management process, also introduced the construction phase of the restructuring process. Finally, in order to Qiu Da pipeline as an example, introduced the project bidding and contract management and organizational integration and the formation of CFMT, such as the implementation of CEMPC model integrated information system framework, and combined with the specific situation of the project construction management from the organizational integration, advance preparation and process reengineering, introduces the application of CEMPC concept after effect. Through the study of the above four aspects, this paper extends the application of concurrent engineering to the pipeline construction industry, which opens up a new way to solve the problems existing in the pipeline construction.
