中文摘要:随着全球经济一体化进程的不断深入,跨国公司面临着更加复杂多变的竞争环境以及日趋激烈的竞争压力。为获取持续的竞争优势,越来越多的跨国公司将低成本战略作为企业经营的核心战略之一,通过最大限度地发挥其在全球范围内进行优势资源配置的能力,进而形成能够适应经济全球化背景的低成本全球采购竞争战略。作为从事全球性生产经营活动的跨国公司,其全球采购系统势必具有区别于本土公司的跨国特征:随着所处国家和地区的不同,在采购政策和流程、采购组织和人员、采购需求和规范、采购资源和能力等方面都存在差异性。这些跨地区的差异性使得全球采购系统所处的内、外部环境十分错综复杂,同时也造就了全球采购风险的多样化。面对复杂的环境、多变的风险以及差异化的系统本身,跨国公司不得不在执行低成本战略的同时对全球采购进行协同管理,以达成协同效应,最大限度地获取成本优势。 本文基于如上内容,阐述和分析了跨国公司推行低成本全球采购战略的必然性以及实施该战略的层次性。同时以此为基础重点分析了全球采购系统的构成要素,以及跨国公司内外部环境之间对全球采购系统的影响和可能的互动。在此基础上分析了低成本全球采购战略实施过程中可能产生的政治、经济、文化、技术等诸多方面的风险因素及其预测和防范。基于以上整个分析结果,对跨国公司低成本全球采购协同的实现途径以及管理方法进行了详细的阐述。 本研究认为要想实现全球采购协同首要任务是在全球范围内对采购的政策流程进行适当的整合和再造以便与战略相匹配;其次便是在全球范围内对采购需求进行整合以适应低成本全球采购的要求;再次要在全球范围内实现各组织之间的协同;然后要进一步开发低成本国家的采购资源和能力;最后要确保各组织采用相同且有效的绩效管理方法从而真正实现低成本采购目标。 在全球采购协同分析之后,本文尝试性提出了一个针对跨国公司在实施低成本全球采购战略环境下的采购系统协同管理框架,以期为跨国公司解决类似跨国采购问题时提供一定启示作用。 最后以S公司在低成本全球采购方面的具体实践为例,对跨国公司全球采购协同管理的应用进行了简要阐述。 
英文摘要:With the continuous development of economic globalization, the Transnational Corporations (TNCs) are facing more and more complex environment and competitive pressure. In order to gain sustainable competitive advantage, low cost strategy is recognized by more and more TNCs as one of their core strategies of enterprise management. By maximizing the ability of deploying resources on a global scale, TNCs form a low cost global sourcing competition strategy which can adapt to the economic globalization. As engaging in global production and operation activities, TNCs’ global sourcing system is bound to have transnational characteristics. Specifically, with the different contries and regions invloved, there are different extent differences in procurement policies and processes, procurement organizations and manpower, procurement requirements and specifications, procurement resources and capabilities. These cross regional differences make the internal and external environment of global sourcing system very complex and create a variety of global sourcing risks. In the face of complex environment, variable risks and differentiated systeml, TNCs have to focus on collaboration management of global sourcing for lower total cost and maximized advantage while implementing low cost strategy. The thesis explained and and analyzed the necessity of TNCs’ low cost global sourcing strategy and the hierarchy during the strategy implementation, and studied the component elements of TNC’s global sourcing system and the relationship and possible transactions between TNCs’ internal and external environment. Based on analysis above, the thesis analyzed the potential risks in implementation of low cost global sourcing from political, economical, cultural and industrial perspective along with its forecast and avoidance. Based on all above, the thesis also studied the approach to the collaboration on global sourcing in terms of low cost global sourcing strategy and its management methods. The author believes the first priority for global sourcing collaboration is to integrate and reconstruct the global sourcing policy and process that can match the low cost strategy on a global scale; then the second priority is to integrae the global purchasing requirements and specifications for lost low global sourcing on a global scale; next is to collaborate the organizations on a global scale; next is to develop supplying resources and sourcing capabilities in low cost contries; finally is to ensure a consistent and effective KPI management approach used among organizations to achieve the goal of low cost sourcing. After analyzing the global sourcing collaboration, the thesis tried to put forward a framework of TNC global sourcing collaboration management under low cost global sourcing strategy, with the purpose of providing some enlightenment for similar TNC global sourcing problems. In the end, the thesis also presented a case study of TNC S’s low cost global sourcing practice as a further discussion about the application of the TNCs global sourcing collaboration management.
