| 中文摘要: | 随着现代社会的发展,在我国银行业金融机构中,股份制商业银行、城商行、农商行、农村金融信用机构等中小银行所占的比重越来越大,中小型商业银行的规模逐渐扩大,市场竞争力以及市场份额不断提高。这些中小型金融机构的发展,有效的带动了区域经济发展,提升了金融服务水平。不过由于近年来网络金融产品的冲击,传统商业银行的网点式营销已经不能满足当前日益加剧的竞争,各家商业银行已经逐步开始探索新的经营方式,以适应当今市场环境。在银监会的倡导下,我国商业银行已经开始逐步由部门银行向流程银行转变,为了适应新的组织架构及经营模式,商业银行的信息系统架构也必须同步进行升级改造。本文以天津农商银行为例,首先分析了商业银行现有的经营模式和信息系统架构所存在的问题。然后针对这些问题,提出了以流程银行为核心的解决方案,包括商业银行的组织结构、业务经营模式和信息系统架构等方面。接着具体分析了信息系统架构改造方案中各个逻辑层的设计方案和实施方法。最后结合逐步实施的信息系统改造的实践案例分析了在改造实施过程中项目管理知识体系的具体应用。本文分析了商业银行对于系统架构改造总结了一些经验和成果,得出了实施流程银行优化必须循序渐进、逐步实施的结论。在进行系统架构改造设计时,由于各家商业银行的原有系统架构、投入资金和风险承担能力不同,所以并不能完全照搬别人的改造方式,必须以自身的实际情况出发,探索适合的改造之路。本文结合天津农商银行的实际情况,分析了其现有的信息系统架构所存在的不足之处,并根据这些不足之处设计了新的五层实时交易系统架构。之后总结了在按照CMM3级标准和项目管理知识体系逐步实施系统改造的过程中,使用到的部分项目管理方法、工具以及解决的实际问题,这些实践经验有助于天津农商银行后续的系统改造和其他商业银行实施同类项目时进行参考。 | |
| 英文摘要: | With the development of modern society, small-and-medium-sized banks, including joint-stock commercial banks, city commercial banks, rural commercial banks and rural financial institutions, are taking an increasing proportion among the banking financial institutions in our country, and gradually expanding their scales to gain competitive power and market share, which effectively promotes the development of regional economy and improves the level of financial services. However, the Internet financial products have great and negative effects on traditional commercial banks which have been unable to meet the increasing competitive, and the banks start to explore a new mode of operation to accommodate the current market environment. Advocated by the China Banking Regulatory Commission (CBRC), Chinese commercial banks have begun a change from sector banks to process banks gradually. In order to adapt the new organization architecture and business model, the information system architecture of commercial banks must be upgraded and rebuilt synchronously. Taking Tianjin Rural Commercial Bank as an example, this paper first analyzes the existing problems of the existing business model and information system architecture. Then this paper puts forward the solution of the process bank, including the organizational structure, business model and information system architecture to solve these problems. Next, this paper analyzes the design plan and practice method of each logic layer in the architecture of the information system. Finally, this paper analyzes the practical application of the Project Management Body of Knowledge with the practice cases of the gradual execution of information system transform. This paper summarizes some experiences and achievements of the commercial banks for the transformation of the system architecture and draws the conclusion that the reform of process bank must be gradual. Because of the differences of banks on their original systems, investments and risk tolerances, it is hardly to imitate the way of transformation. It is necessary to explore their own way based on the situations. Taking Tianjin Rural Commercial Bank as an example, this paper analyzes the shortages of the information system, and according to these shortages it designs new real-time dealing system architecture of five layers. And then in the transformation process of system in accordance with CMM3 standard, this paper summarizes the management methods of some items, tools, and some useful way for solving practical problems. The experience will contribute to further system reforming and offer a reference to similar projects for other commercial banks. | |
