中文摘要:天津经济正处于快速发展期,天津电网的安全稳定运行是经济发展和社会稳定的坚强后盾。架空线路是电网的重要组成部分,是电网安全可靠输送电能的脉络。随着天津电网的快速发展,电网的规模不断扩大,架空输电设备逐渐增多,发生故障的可能性不断增大,严重故障情况下,可能造成大面积停电等恶性事件,威胁到天津经济的快速发展和社会稳定。当今社会对电网安全稳定运行的要求越来越高,加强电网尤其是架空线路的应急管理显得至关重要。 本文对国内外应急管理理论进行阐述,介绍了先进国家以及国内对电网应急管理研究的现状。通过对天津地区的自然地理情况、气候特征和天津电网220千伏及以上架空线路的概况介绍,从自然灾害、线路运行、电网结构和外力破坏四方面对架空线路突发事件的诱因进行分析以及对8.12滨海爆炸架空线路的应急处置实例进行分析,同时考虑天津电网不断发展、架空线路设备不断增多、电压等级不断增大等因素,因此经济发展和社会稳定对天津电网的应急管理尤其是220千伏及以上架空线路的应急管理体系提出了更高的要求,须对其做出相应的改进。 本文重点从应急组织体系、应急预案体系、应急保障体系三方面,分析了天津电网220千伏及以上架空线路应急管理体系所存在的问题和不足,结合天津电网实际情况,提出在这三方面的改进策略。对于应急组织体系从成立联动工作机构、明确联动事项、建立联动制度和完善应急组织体系管理机制四方面进行改进,对于应急预案体系从预案编制、预案修订和培训演练三方面来加强应急预案体系管理,对于应急保障体系通过建立应急救援指挥系统、人员保障、物资保障和资金保障四方面进行改进。 随着天津市经济的快速发展和天津电网的不断建设,应加强天津市电力公司与政府、国网公司总部及各行各业之间,市公司各分公司之间的协同、联动应急处置工作机制的建设,在应急组织体系、应急预案体系和应急保障体系中都应考虑应急协同与联动。本文为天津电网220千伏及以上架空线路的应急管理建设提供一定的理论依据和思路,为国家电网公司的应急管理提供参考。 
英文摘要:The economy of Tianjin is in the stage of rapid development and the safe and stable operation of power grid is the foundation of developing economy and stabilizing the society. As the main component of power grid, overhead transmission line is the venation of transmitting the power safely and reliably. With the rapid development of Tianjin power grid, its scale becomes constantly expanding and the equipment of transmitting power overhead increases. So does the probability of failure and especially when the severe destruction of transmission happens, a large scale of blackouts will appear, weakening the rapid development of economy and affecting the stability of the society in Tianjin. Under this background, the requirements for the safe and stable operation become more and more in the modern society. Thus it’s crucial to strengthen the emergency management of the power grid especially the overhead transmission line. This thesis expounds the theories of emergency management and explains its research status at home and abroad. Based on the brief introduction of the natural geographical environment, climate characteristics and overhead transmission line over 220kV in Tianjin power grid, this thesis gives the analysis of the causes of emergency in the overhead line from the four aspects: natural disasters, line operation, power network structure and external damage. Besides, this thesis also makes an analysis of the 8.12 Binhai explosion emergency responses, which concludes that the new requirement for the overhead transmission line over 220KV about the emergency power grid in Tianjin should be proposed: more improvements should be made with the constant development of power grid in Tianjin, the continuous increasing equipment of overhead transmission line and the constant rising of voltage level. This thesis mainly analysizes the issues and weakness of the emergency power grid in Tianjin of the overhead transmission line over 220KV at present from the following three aspects: the system of emergency organization, the system of emergency contingency and the system of emergency security, based on which some strategies for improving are proposed combining with the real condition in Tianjin power grid. The system of emergency organization should be improved from the four aspects: set up linkage agencies, clear linkage matter, make linkage institutions and improve management mechanism of emergency organization. The system of emergency contingency should be strengthened with the compilation, revision and training and practice of the emergency plan. The system of emergency security can be promoted with setting up the system of emergency rescue and direction, personnel guarantee, material support and financial support. With the rapid development of economy in Tianjin and the constant construction of Tianjin power grid, the cooperation of the power companies, the government and all walks of life, the synergy of power supply companies in every regions and maintenance companies and the construction of working mechanism in linkage emergency disposition should be strengthened. In addition, the management of emergency contingency and emergency security also should be promoted. This thesis proposes the theory and thoughts about the overhead transmission line over 220KV of the emergency power grid in Tianjin and provides the reference about the emergency management for State Grid Cooperation of China.
