中文摘要：	人民生活水平的提高，为移动通信业务的发展提供了良好的物质基础，移动通信无线网络覆盖区域越来越广。为了满足移动通信用户高带宽、大容量的移动终端数据业务需求，也为了能够在市场竞争中处于领先地位，移动通信运营商不断地对自己的产品服务进行技术升级和更新换代，同时也越来越注重网络覆盖的质量，加大对移动通信网络建设的投入。在通信运营商的带动下，通信企业之间的竞争尤为激烈，如果某一企业承建的移动通信无线网络覆盖项目存在质量缺陷，将会直接导致这个区域内服务质量的降低，进而造成运营商目标客户的流失，最终对运营商和该企业带来严重的影响。移动通信无线网络覆盖建设项目的质量，无论是对通信运营商还是相关通信建设企业都有着重大的意义。　　尽管移动通信无线网络覆盖建设项目质量的重要性突出，但国内尚没有专门针对移动通信无线网络覆盖建设项目质量控制的研究，通信企业普遍采用的是一般的工程项目质量管理方法，其适用性往往不尽如人意。因此，针对移动通信无线网络覆盖建设项目质量控制的研究和建立一套可行的项目质量控制体系和方法有着现实的意义和需求，值得大家进行探讨。本文以项目质量管理理论为基础，借鉴了国内外与移动通信无线网络建设项目质量管理相关的管理实践经验，力求形成一套符合中国移动通信无线网络覆盖建设项目管理实际的质量控制体系与方法。通过本课题的研究，一方面旨在分析移动通信无线网络覆盖建设项目质量控制中的特点，提出并实施能有效解决问题的改进思路和策略，进而研究并寻找出科学的有效的质量控制方法；另一方面，将这些改进措施和质量控制方法建立长效机制，力争最终能够形成一套关于无线网络覆盖项目的质量控制体系，以此来保证移动通信无线网覆盖建设项目的质量和可靠性等指标能够达到项目的要求。文章首先从移动通信无线网络覆盖建设项目面临的问题与需求入手研究了目前移运通信无线网络覆盖建设存在的质量标准不统一、过程管控缺失、技术水平即组织保障有限等质量问题，同时分析了随着市场竞争环境的变化、以4G为代表的新的技术的应用、通信运营商建设模式的转变以及通信企业自身管理等新的形势下对移动通信无线网络覆盖建设项目质量控制的需求。之后文章结合了项目及项目质量管理的基础理论知识，研究了移动通信无线网络建设项目的独特性，包括项目质量控制的特点及影响项目质量的重要因素。在分析质量因素的基础上，又进行了移动通信无线网络覆盖建设项目的工作分解，进而可以研究移动通信无线网络覆盖建设项目在各阶段的关键质量控制点，创建和完善质量控制标准。　　接下来，本文研究了移动通信无线网络覆盖建设项目的质量控制管理流程和方法。质量控制流程的核心是以项目目标为导向，以项目产出物标准与过程标准为依据，通过对质量数据的检测、分析、纠编和变更实施质量控制。文章根据对质量控制的各种理论方法的特点和适用性的分析，针对质量控制中的检测、分析、纠偏和变更的过程和方法进行了深入的探讨，总结出一套完整适用的质量控制方法。其中运用了首直方图、排列图等质量管理工具对项目的质量数据进行检测和分析，确定影响项目质量的主要因素；运用PDCA循环对项目质量进行了纠偏，使项目质量持续改进；运用项目质量变更方法管理项目的变更，并明确了项目质量变更流程及职责。移动通信无线网络覆盖建设项目质量控制还需要有相应的组织保障措施，文章重点研究了项目组织结构，管理信息系统、项目沟通三个重要的项目质量控制保障体系的建立和运行，同时强调了在项目实施过程中安全管理的重要性。　　文章围绕移动通信无线网络覆盖建设项目的质量控制内容、标准、流程、方法和组织保障措施构建了适用于该项目的质量控制框架体系，并通过实际案例对质量控制的流程、方法和保障措施进行了验证，将基础研究理论与应用实践相结合，实现了质量管理理论在专业应用领域的创新，对同类型的项目具有较高的参考价值。同时，因作者本人的水平有限，对移动通信无线网络覆盖建设项目质量控制的研究不够全面和深入，特别是没有涉及项目成本、进度对质量控制的影响和制约。对于移动通信无线网络覆盖建设项目质量控制进一步的研究将从质量控制与项目进度、成本的协同，质量控制与项目资源配置的协同等方向开展。
英文摘要：	The improvement of people's living standards, for the development of mobile communication service provides a good material base, the wireless mobile communication network coverage area is more and more widely.　In order to meet the mobile communication users, large capacity, high bandwidth of mobile terminal data service demand, also in order to be able to in a leading position in market competition, mobile operators continually to upgrade and update their own products and services for technology, at the same time also more and more attention to the quality of the network coverage, increase the investment in mobile communication network construction.　In communication operators, communication is particularly fierce competition between enterprises, if a enterprise mobile wireless network coverage of project construction quality defects, will directly result in this area is reduced, the quality of our service, in turn, cause a loss of operators to target customers, ultimately for operators and the enterprise to bring the serious influence.　Wireless mobile communication network covering the quality of construction projects, both for communication operators or relevant communications construction enterprises is of great significance. 　　Although mobile wireless network covers the importance of the construction project quality is outstanding, but there is no domestic specifically for mobile wireless network coverage of construction project quality control study, communication enterprises generally used is general engineering project quality management method and its applicability is often not satisfactory.Therefore, in view of the mobile wireless network covers the construction project quality control and establish a set of feasible project quality control system and method has practical meaning and requirements, worth to discuss.　Based on project quality management theory, this paper draws on both at home and abroad with the wireless mobile communication network construction project quality management related management experience, to form a set of accord with China mobile wireless network coverage actual quality control system and the of the project, to ensure that mobile communications network covering the quality and reliability of construction project such as indicators to meet project requirements. 　　This paper from the wireless mobile communication network coverage construction projects are faced with the problem and the demand of the study of the current move communication wireless network covers construction wireless mobile communication network coverage of research is not comprehensive and in-depth, especially not involved in the project cost and schedule impact on quality control and restriction.　For wireless mobile communication network coverage construction project quality control in the further research will be taken from coordination with project schedule, cost of quality control, quality control and project resource allocation of synergy development direction.
