中文摘要:班组是企业生存和发展的基础,也是实现企业生产运营的关键因素。使班组正常运行并最大化地发挥效果,可以确保企业实现既定的经营目标和战略目标。目前班组建设的重要性已被广泛认同,各企业都根据自身实际情况开展班组建设工作。煤科院一直以来都下大力抓班组建设,在过去不同阶段采取了相适应的班组建设方式,取得了一定效果,有效地推动了公司的发展。在煤炭行业产能过剩,煤炭价格偏低的严峻现状之下,煤科院必须找到企业管理的新思路,以创新思维开展企业管理变革,才能在当前严峻的行业形势下实现公司持续稳定的发展。班组建设作为煤科院重要的基层管理工作,将成为公司创新管理的排头兵。因此,制定与公司发展相适应的班组建设方案对煤科院未来发展具有非常重要的现实意义。本文首先对相关理论进行了系统研究和梳理,并对国内班组建设理论进行归纳总结。接着,阐述了煤科院班组建设工作现状和现阶段班组建设主要内容,对煤科院当前班组建设存在的问题进行了分析,明确了煤科院加强班组建设的必要性,同时学习了国内煤炭行业和非煤炭行业大型企业班组建设先进经验,为煤科院建立新型班组建设找到实操方法。然后,提出了煤科院班组建设的方案设计,在结合公司实际情况基础之上,做了整体的规划,突出了方案的可操作性。方案对煤科院班组类型和人员配置进行了优化,提高了人力资源利用率,并通过班组制度建设、文化建设和能力建设来保证班组建设的有效开展。最后,对取得的成果和存在的不足进行了归纳和总结,并对未来进行了展望。本文的研究基于大型国有煤炭企业长期以来的班组建设实践,通过运用团队建设理论、项目管理理论和组织文化理论等先进的管理理念,辅以现代化管理方法和工具,有针对性地对煤科院班组建设方案进行设计,有助于提升班组效率,使公司管理更加科学化、规范化。 
英文摘要:Team is the foundation for enterprise survival and development. It is also a key factor to realize enterprise production and operation. Maintain a normal team operation and maximize its effect can ensure enterprises achieve their business goals and strategic objectives. The importance of the current team building has been widely recognized and team construction has been started according to their own actual situation. China Coal Research Institute which refers to CCRI as follow has put great efforts at different stages in team building and has obtained certain effects, which promote the development of the company. Under the situation of overcapacity in coal industry and low price of coal accordingly, CCRI has to find a new way to carry out innovative methods in enterprise management. Team building is an important fundament work of CCRI and will become the pioneer in company innovation management. Therefore, it’s very important to establish team construction plan that adapt to the development for the future of CCRI. This paper started with a systemic research on the related theory and summarizes the domestic team construction theory. After that, this paper described the present construction situation of CCRI team and analyzed its existing problems in the current team building, which confirmed the necessity of strengthen work on team construction. With the advanced experience of the large domestic coal and non-coal enterprise, CCRI was able to find a practical method for team building. Then, in combination with the practical situation of the company, an overall team construction plan was brought up which not only highlighted the maneuverability of the scheme but also improved the human resource utilization. The plan ensured an effective development of team building through the system construction, cultural construction and capacity building. Finally, the paper summarized the achievements and the deficiencies existed and express a hope for its future. Research of this paper is based on a long time practice team construction of large state-owned coal enterprises. By using the team building theory, advanced management theory such as project management organizational culture theory and supplement of modern management methods and tools, the CCRI team building plan are able to be designed targeted and help to improve team efficiency, make management more scientific and standardized.
