中文摘要:医疗保障作为国计民生的重要组成部分,始终是百姓关心的焦点。目前,中国“看病贵、看病难”问题突出现状,如何解决“三短一长”的症结,如何实现患者就医的便利化,如果提升患者就诊的满意度,成为了国家和医疗机构共同面临的重大课题。如今,“互联网+”形式的出现,给我们提供了一个崭新的思路,去优化医疗资源,去提高就诊体验。通过互联网思维来优化传统诊疗流程,充分发挥互联网模式的便捷高效优势,实现诊疗流程的智能化、高效化、便捷化。这一思路,成为了国家医改的新方向,也为我们解决这一国计民生难题提供了新的可能。本文在对国内外相关领域研究及现状进行分析的基础上,以E医院引入Q医智慧门诊互联系统为例,研究“互联网+”对医院传统门诊改造的过程。首先,将医院门诊流程按照诊前环节、诊中环节和诊周环节三个部分进行阐述,在此基础上,梳理出了传统医院门诊流程模型,并进行了服务蓝图的可视化描述。通过此分析描述,我们发现传统门诊流程的弊端,包括非诊疗排队等待时间较长,患者在整个就诊过程中,大量的时间浪费在排队等候上;部分环节存在重复排队现象;门诊流程复杂引起患者困惑;导医服务的缺陷和落后。其次,对E医院进行“互联网+门诊”改造的必要性和可行性进行分析,并对医院应用互联网手段对传统门诊流程进行改造后的新流程进行梳理,进行服务蓝图的可视化描述。最后,通过新旧流程服务蓝图的对比分析,总结出“互联网+门诊”诊疗流程的优势,以及在管理中的难点与要点,包括要调整与转变管理思维,从战略发展角度考虑信息化建设问题,在人才结构上匹配信息化建设需求,改变以我为主的信息化建设与管理思路;要通过建立行业的规范与标准,夯实信息共享基础,加强信息安全管理,消除信息共享顾虑等方式,促进医疗信息的共享与安全;要从诊疗流程设计思路的优化,医院管理服务方式的创新入手,持续优化与创新服务模式。 
英文摘要:Health care as an important part of people's livelihood, the people is always the focus of interest. At present, China "your doctor, medical treatment is difficult" issue prominent situation, how to solve the "three short and one long" the crux of how to implement the medical treatment of patients facilitation, if enhance patient treatment satisfaction, has become a national and medical institutions facing major issue. Today, the "Internet +" form appears, provides us with a new idea, to optimize medical resources, to improve the treatment experience. To optimize conventional treatment processes through the Internet thinking, give full play to the advantages of the Internet convenient and efficient mode of treatment processes to achieve intelligent, efficient, easy and convenient. This idea became the new direction of the national health care reform, but also provides new possibilities for us to solve the livelihood problems. Based on the status of research and analysis related fields at home and abroad, the introduction of Q to E hospital outpatient doctors wisdom interconnected system as an example, "Internet +" for hospital outpatient traditional process of transformation. First, the processes set forth in accordance with hospital outpatient clinic before the link, the link diagnosis and diagnostic peripheral part of three parts, on this basis, to tease out the traditional hospital outpatient process model, and a visual description of the service blueprint. This descriptive analysis, we found that the traditional drawbacks of outpatient procedures, including non-medical queued for a long time, the patient throughout the treatment process, a lot of time wasted on waiting in line; section links duplicate queues; complex causes patients to outpatient procedures confusion; deficiencies and backwardness Medical service. Secondly, the E hospital "Internet + clinic" transformation of the necessity and feasibility analysis, and hospital outpatient use of the Internet by means of conventional processes after the transformation of the new process to sort out, visualize describe the service blueprint. Finally, by comparing the old and new process service blueprint, summed up the advantages of the "Internet + outpatient" treatment process, as well as difficulties with the main points in management, including: to adjust and change management thinking, consider the information technology strategic development of perspective in the information technology personnel structure to match demand, we take the initiative to change the information technology and management thinking; through the establishment of norms and standards of the industry, consolidate the basis of information sharing, strengthen information security management, information sharing eliminate concerns, etc., promoting the sharing and security of medical information; from diagnosis and treatment to optimize process design ideas, innovative hospital management service mode to start, continuous optimization and innovative service models.
