中文摘要：	十八届三中全会上，提出要建立健全现代公共文化服务体系，紧随其后四中全会强调了，加快公共文化服务体系构建，完善公共文化基础设施，实现公共文化服务均等化。文化馆是中国特色的公益性政府文化机构，担负着人民群众文化活动承办职能，是公共文化服务体系建设的主阵地之一。近几年来，我国文化馆体制改革不断深化，破除文化馆机制障碍，积极发展总分馆服务体系，能够实现体系内各级文化馆之间的资源共享和服务的互动互联，有利于破除文化馆的发展困境，切实的提高人民群众基本文化权益。本文从江阴市文化馆自身实际出发，运用系统的理论和方法，探索江阴市文化馆总分馆服务体系构建的影响因素，寻求江阴市文化馆总分馆服务体系构建的对策，从而为江阴市文化馆总分馆服务体系的构建提供理论支撑和实证依据，为努力建设江阴市文化馆的总分馆体系和提高服务能力提出解决方案和参考意见。
英文摘要：	On the third Plenary Session of the 18th CPC Central Committee， "accelerate the improvement of the cultural management system and operational mechanism of cultural production， establish and improve the modern public cultural service system" viewpoint has been put forward， the fourth plenary session stressed the "must adhere to the development road of" Chinese socialist culture， accelerate the construction of public cultural service system， strengthen the construction of public cultural infrastructure， promote the equalization of basic public cultural services. As a cultural center for nonprofit cultural institutions has Chinese characteristics， cultural activities people undertake important cultural institutions， is the highlight of the construction of public cultural service system. In recent years， the reform of our cultural system to promote the development， and actively explore the establishment of cultural centers branch library service system， can realize the interaction between cultural centers at all levels within the system of resource sharing and service， have operation difficulties conducive to crack the cultural centers， and better safeguard the people's basic cultural rights and interests. This article from the Museum of Jiangyin city of their own reality， using the theory and method of the system， explore the factors affecting the construction of Jiangyin City Cultural Center branch library service system， to seek countermeasures for the construction of the Jiangyin City Cultural Center branch library service system， so as to provide theoretical support and empirical basis for the establishment of cultural museum branch library service system in Jiangyin City， to provide countermeasures and ideas to further improve the construction and development of Jiangyin cultural center service system.
