中文摘要：	信息质量是决策活动的基本保证，而准确有效的政府决策信息质量评价是保障与提高政府决策信息质量不可或缺的重要内容。特别是随着简政放权的深入推进，县级政府拥有更多的自主决策权，如何提高决策信息质量以保障决策的科学性和有效性，是当前政府及其决策者应该迫切解决的问题。本文主要以县级政府为研究对象，对其决策信息质量进行深入研究，目的是探索并建立一种科学实用合理的县级政府决策信息质量评价指标体系，以供政府部门、决策者及工作人员借鉴与应用。 本文首先阐述了国内外研究者对信息质量及其评价指标体系等方面的研究，对与县级政府决策信息质量评价指标体系相关的一些重要概念进行了分析与界定。笔者指出了政府决策信息质量是指政府决策者在决策信息影响下的效率、产出、决策能力、舒适度等方面的增量，以及满足管理者及工作人员明确或隐含需求的程度，是政府决策各环节综合作用的结果。同时指出，政府决策信息质量由过程质量、条件质量和结果质量组成，可以从信息资源、信息服务、信息产品、信息安全等多个方面对信息质量进行分类，因此对其的评价应包括信息内容质量评价、信息集合质量评价、信息表达质量评价、信息效用质量评价、信息安全质量评价等多个内容。 本研究在查阅国内外相关文献及在某县级市相关部门管理者、工作人员进行深入访谈的基础上，得出了县级政府决策信息质量评价指标体系的基础理论框架，同时征求一些专家和政府决策者的意见和建议，设计了县级政府决策信息质量评价调查问卷，选取3个县级政府的13个市直部门进行发放。共收回了有效问卷153份，并应用SPSS17.0 for Windows统计分析软件，对这些问卷进行了统计分析，以确保指标体系划分合理。 本研究得到如下成果及结论: （1）根据国内外学术界关于政府决策信息质量的定义，笔者得出政府决策信息质量是指在满足政府决策者及工作人员明确或隐含需求的前提下，其在信息内容、效率、工作能力、舒适度等方面的增量，包括信息资源质量、信息服务质量、信息产品质量等多个方面。 （2）通过对相关文献的分析以及专家访谈的意见，参考一些学者提出的有一定通用性的信息质量评估指标，结合县级政府决策的实际情况，确定县级政府决策信息质量属性维度，包括信息产品质量、信息服务质量、信息安全程度、人员信息素养、机构信息保障能力等五个方面，建立起县级政府决策信息质量评价指标体系理论框架。 （3）通过对调查样本的统计分析，验证调查问卷的信度和效度，并对各项评价指标的重要度进行分析，获得各项指标的影响程度，最终建立了县级政府决策信息质量评价指标体系，由五个维度28个指标构成。 （4）结合县级政府决策信息质量评价指标体系，分析当前我国部分县级政府决策信息质量管理存在问题，对提高县级政府决策信息质量提出了相关对策和建议，包括准确把握决策信息需求、建立常态化工作机制、提升机构信息处理软硬件水平、提高人员信息素养、提升决策信息工作服务水平等。
英文摘要：	The essential guarantee of decision-making activities is information quality, while the indispensable important part which can guarantee and improve the quality of government decision-making information is accurate and effective evaluation of the quality of government decision-making information. The?first?priority for government and its decision-makers to urgently solve is that how to improve the quality of decision-making information so as to ensure the scientific and effective decision-making. The purposes of this paper is to explore and establish a scientific, practical and reasonable evaluation index system of county-level government decision-making information quality, which government departments, its decision- makers and its staff can use and apply through intensive research on the county-level government and its decision-making information quality Firstly, the researches on the information quality and its evaluation index system of the researchers at home and abroad are elaborated, and some important concepts related with the evaluation index system of county-level government decision-making information quality are analyzed and defined in this paper. The author points out that the government decision-making information quality means that the increment of efficiency, output, decision-making ability, comfort and other aspects of the government decision makers under the influence of the decision information, and the degree to meet the managers and staffs’ explicit or implicit needs, which is the result of the comprehensive effect of various aspects of the government decision-making. Meanwhile, the author also points out that the quality of government decision-making information is composed of process quality, condition quality and result quality, so it can be classified by the aspects of information resources, information services, information products, information security etc., and its evaluation should include the evaluation of information content quality, information collection quality, information expression quality, information utility quality, information security quality etc. On the basis of referring the relevant literature at home and abroad and the in-depth interviews with the relevant department managers and staff in some county-level government, a basic theoretical framework of the quality evaluation index system of county-level government decision-making information is obtained. Simultaneously, soliciting some opinions and suggestions of experts and decision-makers, the questionnaire of the quality evaluation of county-level government decision-making information is designed to issue in 13 selected municipal departments of 3 county-level governments. Then the total of 153 valid questionnaires took back, and these questionnaires were statistical analyzed by SPSS17.0 for Windows in order to ensure the rational division of the index system. The results of this study are as the followings: (1) According to the definition of government decision-making information quality of domestic and foreign academic circles, the author draws a conclusion that what government decision-making information quality is that on the basis of meeting the government decision-makers and its staffs’ explicit or implicit demands, achieve its incremental of information contents, efficiency, work ability, comfortable and so on, including the quality of information resources, information services, information products etc. (2) In order to establish the theory framework of the evaluation indexes system of county-level government decision-making information quality, this paper consults to some general information quality evaluation indexes proposed by some scholars through the analysis of relevant literatures and the opinions of expert interviews and combines with the actual situations of county-level government decision-making to confirm the attribute dimension of the county-level government decision-making information quality, which including five aspects of the information products quality, information services quality, information security levels, personnel information literacy, the capability of institutional information securities etc. (3) Finally, the evaluation indexes system of county-level government decision-making information quality is established, consisted of five dimensions and 28 indexes by statistical analyzing the investigation’s sample, validating the questionnaire’s reliability and validity and analyzing the importance of each evaluation indexes to obtain the influence degree of each indexes. (4) Through “the QQ group of ‘the CPC Central Committee’s General Office’ and the State Council’s General Office” and “the QQ group of national Party and government’s information” to contact many secretaries and staffs of government office, the author analyzes the current problems in management of the county-level government decision-making information quality. The author also proposes some relevant countermeasures and suggestions to improve the county-level government decision-making information quality, including accurately grasp the decision information’s demands, establish the normal working mechanism, improve the software and hardware level of information processing, improve personnel information literacy, and improve the level of decision-making information services and so on.
