中文摘要：	随着信息技术的发展以及政府体制改革和职能的转变，在公共服务领域，实现各职能部门间的政务信息资源共享，优化业务经办流程，为社会公众提供一站式的便利服务成为社会服务提供职能部门最迫切的任务。 本文对国内外关于政府部门间信息共享模式、信息共享影响因素、信息共享推进策略的研究进行了回顾梳理。对宁波市社会医疗保险经办体系信息共享情况按具体经办业务分类进行了研究，发现其在信息共享过程中还存在四个突出的问题：不同应用系统间的信息整合问题、不同地区同系统间的“信息孤岛问题”、不同系统间的“信息孤岛”及信息资源重复搜集问题、以及信息共享带来的信息安全顾虑问题。并对影响公共服务领域各职能部门政务信息资源共享的四个重要因素进行了分析。再针对近几年来对推动宁波市社会医疗保险经办体系的政务信息资源共享的几个重要举措进行了总结。 对杭州、长三角地区、美国、英国和新加坡政府部门信息共享的经验成果进行了分析。最后对如何推进公共服务领域内政务信息资源共享提出了非常有实践性的建议，主要分为推动策略、管理策略、运行策略、考核和监督策略。
英文摘要：	With the development of information technology, the reform of institutions and the transformation of government functions, it’s desperately urgent to fulfill the information resource sharing among government departments, optimize the organization of business processes, provide one-stop service for the public. This article reviews the domestic and foreign researches on the models, the influencing factors and the promotion strategies of the information resource sharing among government departments. According to the research on the situation of the government information resource sharing in the social medical insurance system of Ningbo, there are four outstanding problems: the information integration among different application systems, the “information isolated island” of the same system among different regions, the “information isolated island” among different systems, the duplication collection of information resources, the security concerns caused by government information resource sharing. And this article analyze the four problems in detail.And this article also summarizes several important measures to promote the government information resource sharing of the social medical insurance system of Ningbo in the last few years. This article also analyze the experience of government information resource sharing in Hangzhou, the Yangtze River Delta, the United States, the United Kingdom and the Singapore. Finally, this article comes up with some practical suggestions on how to promote the government information resource sharing in public service, including promotion strategy, management strategy, operation strategy, assessment and supervision strategy.
