中文摘要：	天津港8·12爆炸事故是2015年最大的舆论焦点之一，对天津港8·12爆炸这个热点事件的分析，具有重要的案例意义。同时，对于其他省市在突发事件中如何做好信息公开、提高公信力，具有借鉴指导意义。本研究以天津港8·12爆炸事故为案例，收集整理中央、天津市、滨海新区3级机关在官方微博、官方微信、官方网站上发布的与天津港8·12爆炸有关的具有代表性、影响广泛的文本信息作为样本，并综合14场新闻发布会的有关情况。运用危机生命周期理论，将该事件划分为潜伏期、爆发期、延续期、恢复期4个阶段，描述每个阶段政府信息公开的具体情况，分析每一阶段出现的问题，并提出解决的对策。本文共分六章，全文框架和主要内容如下： 第一章，引言。在介绍研究的背景、目的与意义的基础上，明确了研究目标，并选择了研究方法。 第二章，相关理论回顾。梳理国内外相关文献，对本研究中公共危机和政府信息公开的概念进行界定。对危机不同阶段的划分和政府信息公开的影响因素进行述评，为本研究的展开寻求理论依据。 ????第三章，研究设计。对案例进行了简单的回顾，对危机4阶段的划分标准和分析的框架做了说明。 第四章，案例分析。回顾了8·12爆炸事故的基本情况。对比4个阶段（危机潜伏期、危机爆发期、危机延续期、危机恢复期）政府信息公开的状况及舆情反应，找出政府信息公开存在的问题。 ????第五章，突发事件中政府信息公开的对策。结合4个阶段的问题，提出相应的对策。 第六章，总结全文内容，指出研究的局限性，并对下一步研究进行展望。 图31幅，表5个，参考文献66篇。 关键词：政府信息公开；突发事件；危机管理
英文摘要：	As one of the largest public focus in 2015, 8.12 Tianjin Port Explosion attracted a wide range of attention. The analysis of the 8.12 Tianjin Port Explosion as a case has a significance importance which can provide reference guidance for other provinces’ governments how to public information and improve credibility in emergencies. Based on the 8.12 Tianjin Port Explosion, the thesis collects the representative and extensive text information related with 8.12 Tianjin Port Explosion which issued by Central government, Tianjin government and Binhai New Area government on official Micro-blog and Wechat as sample, and combines the content of fourteen press conferences to do deep analysis. The analysis adopts the Crisis Lifecycle Theory to divide the period into four stages, describes the specific circumstances of each stage of government information publication, analyzes problems of each stage, and proposes solutions to the problems. The thesis can be divided into seven?parts as follows: The chapter one introduces the background, purpose and significance of the thesis, and definite the objective and methods of the research. The chapter two reviews the relative domestic and international research results , defines the concept of public crisis and government information publication in this study ,and finds out the impact factors of government information publication of four stages in this crisis in order to find a theoretical basis for the research. The chapter three is about research design. Explain the sample selection and the classification criteria of the 4 stages. The chapter four is case analysis. Analyzing of current situation of government information publication and public opinion in 4 stages , find out problems of each stage. The chapter five is the countermeasures of government information publication in the emergency. It analyzes the countermeasure of government information publication in 4 stages. The chapter six?is the conclusion. It summaries the conclusions of the research, discusses the limitations of the research. Figure 5, Table 31, Reference 66.
