中文摘要:进入21世纪以来,随着全球经济的高速发展,企业,做为市场微观经济的一大主体,正在面临着激烈而纷杂的市场竞争,如何在这种激烈的竞争较量中存活并长期持续发展下去,将成为每个企业管理者梦萦魂牵的首要问题。 21世纪的市场竞争,归根到底是人才的竞争,企业如何通过科学合理的培训体系,最大限度的开发并有效的调动人力资源的潜能,以适应复杂多变的市场环境,能动性地为企业创造效益已经逐渐成为培训管理,乃至人力资源管理的第一要务。本人供职于XSD公司人力资源部,经历了XSD公司现有培训体系的搭建和运营,随着保健品市场的竞争与发展,公司规模的正在迅速扩大,良莠不齐的员工素质与技能、僵化的培训体系流程以及培训体系游离于公司发展战略体系之外已成为公司快速发展的桎梏,如何高效准确的培养并配置优秀的人员,使培训体系成为公司发展战略有力的支撑正在向公司人力资源部提出日益苛刻的要求,解决这些问题的根本在于应该结合企业的实际情况,在分析企业特色与优势的基础上,结合先进的理论,构建符合企业特色的培训体系。本人研究的对象为XSD公司生产性员工,该公司为劳动密集型的生产性企业,本人结合自身在XSD公司多年的人力资源管理经验,参考学习国内外培训体系及其发展相关理论,客观并多角度剖析XSD公司生产性员工的培训体系及其配套机制的现状,发现培训体系存在针对培训体系构建不科学,公司缺乏自上而下的培训理念灌输,培训需求偏离公司总体经营目标,培训实施过程重项目而轻效果,培训投入产出比存在倒28现象,培训评估缺乏有效的评估手段、培训结果应用上游离公司人才体系之外等问题。本人结合XSD公司人力资源现状,对公司生产性人员进行抽样问卷调查及员工访谈,明确提出了培训体系设计的思路和目标,即通过将岗位所需的所有能力与素质进行有机组合,以形成了岗位员工能力素质模型,将培训体系嫁接与能力素质模型,合理利用模型,并将模型渗透到培训流程的各个环节,以提高培训的有效性。与此同时,笔者强化公司领导层的重视,结合XSD公司生产性员工培训体系优化设计制度流程,成立相关培训管理机构,建立学习型企业的培训文化等四大实施保障措施,为公司生产性员工培训体系优化方案的落实提供了科学依据。生产性员工培训体系优化设计进一步提高了XSD公司生产性员工的人力资源管理效率,是公司自立立他价值观的直接体现,不仅短期提高了培训工作的科学性,从长远来看,对于企业生产性员工素质的整体提升和创新能力的发展,以及企业的持续经营具有重大现实意义。 关键词 培训体系;能力素质模型;XSD公司 
英文摘要:Since the beginning of twenty-first century, with the rapid development of the global economy, as the main market of micro economy, is facing intense and complex market competition, how to survive and develop continuously in the fierce competition in the contest,will become the most important issue for each enterprise managers. In twenty-first century, the market competition is the talent competition after all,how the enterprise use scientific and reasonable training system to maximize the development and effectively mobilize the potential of human resources to adapt to the rapidly changing of market environment, and actively create benefits for the enterprise has gradually become the first issue of training management and human resources.I worked in the human resources department of the XSD company, and experienced the existing training system construction and operation.With the competition and development of health care products market, the company scale is expanding rapidly, the staff quality uneven in quality and skill, the rigid training system process and training system outside the system of development strategy of the company has become the shackles of the rapid development of the company.How to cultivate and configure the excellent staff efficiently and accurately,and make the training system become a strong support for the company's development strategy are being increasingly demanded to the human resource management.The fundamental solution to these problems is to establish the training system which should be combined with the actual situation of the enterprise, based on analyzing the characteristics and advantages of the enterprise, and advanced theory the basic characteristics of the enterprise. My research object is the production staff of XSD company, which is labor intensive.I analyze objectively the current situation of XSD company staff training system and its supporting mechanism ,combining with many years of experience in human resources management of XSD company and referencing the study of training theory system which is developed at home and abroad.And found there are lots of problems such as lack of an idea of top-down training, training needs deviates from the company's overall business objectives, more attention on training process and light on effect, the input-output ratio is inverted 28 phenomenon,lack of effective means of training evaluation,training results outside the talent system etc.I conducted a questionnaire survey and interviews with the productive staffs combined the current situation of human resources of XSD company,clearly put forward the idea and goal of system design, in which all the abilities and qualities required are combinated organically to form the staff competency model, and then the model is penetrated into all aspects of the training process to enhance the effectiveness of training.At the same time, I put forward four safeguards measures,they are strengthen the leadership attention, design system process combined with the present situation, establish training management mechanism, and establish training cultures. and provide a scientific basis for the company's production staff training system optimization program implementation.Optimization design of production staff training system further improve the human resources management efficiency,directly reflects the values, not only short-term improve the scientific training work, in the long run,to the overall improvement of the quality,the development of innovative ability, as well as the sustainable management of the enterprise is of great practical significance.
