中文摘要：	由于医疗行业涉及到重要的民生问题，因此我国医疗体制的改革一直是人民关注的热点之一。2009年国务院向社会公布了《关于深化医药卫生体制改革的意见》，标志着我国医疗体制改革进入了一个新的阶段，其中各级医院的信息化建设在政策的引导下得到了飞速的发展。信息化建设可以为医院带来巨大的收益，同时也是医院发展建设过程中的一个复杂的课题。本文在此背景下，对新医改背景下的医院信息化建设问题进行讨论和研究，通过对新医改政策的解读，分析政策给医院信息化建设带来的影响并提出解决对策。希望通过此项研究能够降低医院在信息化建设工作中的盲目性，实现为医院信息化发展提供具有前瞻性思路和解决方案的研究目标。 本文以新医改政策为切入点，结合对医疗体制改革相关数据的分析，深入的挖掘新医改的核心目标和工作重点。通过查阅国内外文献和了解国外医疗体制改革的经验教训，推导出未来医院信息化建设的方向，从而分析并提出解决对策。 新医改政策从医疗层次、管理与服务层次、系统层次和智能层次四大层次对医院信息化建设进行引导，引领了未来医院信息化建设的五大趋势。目前，医疗信息化对医疗服务的改善以及对于医院发展的必要作用已经逐步体现，未来信息建设的标准化、区域医疗信息系统和智慧医疗产业将得到更加快速的发展。在这样的趋势下，医院应该重视电子病历等基础信息化建设，通过信息技术将医院服务质量的提高作为持续性的工作，加强对医院信息化人才的培养和资金的投入，以医改政策作为战略指导思想，有计划、有目的的规划医院信息化进程。随着新医改政策的推进，医疗信息化工作将改变医疗行业的格局，重新定位医院的竞争优势和市场价值。在实现为人民提供更加优质的医疗服务的同时，也为医院带来更快速和持续的发展动力，实现医院社会效益和经济效益的共同增长。
英文摘要：	Healthcare industry relates to people’s wellbeing, so the medical system reform of China is a topic of general interest. “The opinion of the reform of medical care system” was released to the public by the State Council in 2009. It marked This marked a new stage in the reform of medical system in our country. From then on, information construction of hospitals developed rapidly under the guidance of the policy. Information construction can bring lots of benefits to hospitals, but also is a complex issue in the process of hospital development and construction. Under this background, this paper discusses the question of hospital information construction under the new situation of medical system reform. This paper aims to analyze the impact to the hospital information construction and put forward countermeasures for hospitals, according to the interpretation of new medical system reform. Hope that this research can reduce the blindness of the hospital in the information construction, and provide forward-looking ideas and solutions. We discussed the core objectives and priorities of new medical system reform in this paper, through analyzing the policy and the latest data. According to consulting the domestic and foreign literatures and analyzing the experiences of foreign medical system reform, we deduced the trend of hospital information construction and put forward countermeasures. The new medical system reform policy has guided the hospital informatization in four levels, including medical level, management and service level, system level and intelligence level, led the hospital information construction in five major trends. As we have known presently, the hospital information construction can improve medical services and is necessary for the development hospitals. It will also make great benefits to regional medical system and intelligent medicine. The standardization of medical information will be established for improving the development of medical informatization. In these trends, hospitals should make information construction strategy based on policy and attach great importance to electronic medical record system. Improving the quality of medical service by information construction will become the daily work of hospitals. Fund and professional experts are the two foundations which should be well prepared for hospital information construction. Along with the medical reform process, the medical information work will change the pattern of the medical industry, repositioning the hospital's competitive advantage and market value. It will provide high-quality medical services to people, and bring rapid and sustainable development power to hospitals. Information construction must be an important way to achieve social and economic benefits of hospitals.
