中文摘要: | 随着国内经济高速发展和城市建设的不断深化,城市公共交通的重任更多的放在了轨道交通上,伴随着的是客流压力的不断增加。由于科技的发展,新技术、新设备的研发,产品的更新换代是不可避免的。新系统具备行车间隔更小、系统更加稳定、故障率更低、集成度更高、维护成本更小等诸多优点。信号系统也由于其核心设备的更迭,需要整体系统进行升级改造。在城市轨道交通系统中,地铁的运输能力是其他公共交通不能取代的,所以在地铁信号系统整体升级改造工程进行中,地铁运营是不能中断的。既有线路施工会存在各种各样的问题,如何加强地铁信号系统改造项目的风险管理就显得尤为重要。地铁既有线设备改造施工难度远远大于新建线路,信号设备由于其接口众多、设备复杂的原因,改造施工过程会存在各种各样的问题。改造工程需要在尽可能保证既有信号系统不停运、不降低运输能力和安全等级的条件下进行,工期紧、技术标准高,施工时间短、难度大。如何规避地铁信号系统改造项目实施过程中的风险,本文结合我国地铁信号设备使用情况及现状,从地铁信号系统改造项目施工角度出发,通过对地铁信号系统改造项目施工的风险管理研究,使地铁信号系统改造的风险控制科学化、合理化,促进地铁信号设备在不间断运营的情况下完成新旧交替的过程。本文首先对风险、项目风险、项目管理和项目风险管理理论及相关文献观点进行综述,为后文提供理论依据;然后对地铁信号改造项目进行分析,重点针对地铁信号系统改造项目实施过程中的风险,采取项目工作流程图法、检查表法和因果图法识别出地铁信号系统改造项目中存在的风险,并列出项目风险识别清单与报告,使用风险矩阵和层次分析法完成项目风险度量,最后提出项目风险监控与应对措施。理论研究结束后,介绍天津地铁信号系统改造项目,通过实例分析验证项目风险管理的措施,并根据实际情况提出改进措施和建议,为今后地铁信号系统改造项目的风险管理提供参考。 | |
英文摘要: | With high speed development of economy and the deepening of urban construction, the important task of city public transportation is more on the rail transit, along with the increasing traffic pressure. Due to the development of science and technology, upgrading of products is inevitable. New system has many advantages, such as smaller headway, more stable, lower failure rate, more integrated, less maintenance costs, and so on. Due to the change of the core equipment, signal system needs upgrading. In urban rail transit systems, metro transport capacity can't replaced by other public transportation. So in the metro signal system upgrade project, metro operation cannot be interrupted. There will be many kinds of problems in construction of the line in operation. How to strengthen the risk management of metro signal system renovation project is particularly important. The difficulty in equipment modification construction of existing line is far greater than the new line. There will be many kinds of problems in Signal equipment modification construction process, because of its large number of interface and the characteristic of complex. It is necessary to ensure the signal system can’t stop or reduce the transport capacity while project begin. It is high technical standards and the construction time is short. How to avoid the risk of the metro signal system transformation in the process of project implementation. This paper combined with metro signal equipment usage and present situation in our country. Research metro signal system renovation project construction, which based on the risk management in construction of the metro signal system renovation project. Make risk control scientific and rational. Promote the metro signal equipment replaces in continuous operation process. Theory and related literature views were reviewed at first, such as risk, project risk, project management and project risk management and so on. And then analyze the metro signal reconstruction project. Focus on the metro signal system risk in the process of project implementation. Identify the risk existing in the renovation project of the metro signal system by work flow diagram of project, check lists and cause and effect diagram method. And then lists the project risk identification list and report. Using the risk matrix and Analytic Hierarchy Process (AHP) to complete the project risk measurement. At last, the project risk monitoring and response measures are put forward. After the theory research, the project risk management measures are verified through the instance analysis of Tianjin Metro signal system renovation project, and put forward improvement measures and suggestions according to the actual situation. Provide the reference of risk management of metro signal system renovation project for the future. | |
