中文摘要: | 中小企业是我国国民经济的重要组成部分,对推动我国国民经济平稳健康发展,促进社会和谐稳定起到重要作用。然而近年来,随着全球经济的不景气和中国经济增速的放缓,中小企业的生存和发展面临着一系列的困难。企业的绩效评价是指对企业在一定时期内利用其有限的资源从事经营活动所取得的成果进行测评,目前中小企业的绩效评价中常常存在着评价指标不健全、评估过程形式化、考核机制不完善等一系列问题。为确保中小企业健康、可持续的发展,中小企业的绩效评价问题已经成为一个迫切需要解决的问题。本文选取的案例企业TN公司是一家从小企业逐步发展起来的中型民营企业,主要从事地坪漆、防水防腐涂料等涂料的生产、涂装设计和施工,TN公司目前的绩效评价方法依然沿用了其创建初期由企业家一人下拨绩效评价指标的方式,尚未建立起完善的部门绩效评价体系。近年来随着企业规模的扩大,公司原有的绩效评价方法存在的问题已影响了企业的可持续竞争力,成为TN公司继续发展壮大的瓶颈之一。本文在研究了部门绩效评价的相关理论和方法的基础之上,详细分析了案例公司的战略环境及其绩效评价的现状和问题。根据公司的特点和实际情况,采用关键绩效指标法,同时借鉴平衡计分卡方法,为其主要业务部门营销部、工程部和生产部构建一套适合自身发展的、实用性强的部门绩效评价体系。在选择绩效评价的指标时,重点关注了企业内部利益相关者的需求,通过部门绩效评价将企业的发展战略与员工绩效评价有机衔接起来,为类似中小企业在蜕变中遭遇的阵痛提供一些新的解决思路。 | |
英文摘要: | Middle and small-sized enterprises are an important part of our national economy, and they play an important role in promoting stable and healthy development of national economy in our country and promoting social harmony and stability. However, in recent years, with the global economic downturn and the slowdown in China's economic growth, the survival and development of small and medium-sized enterprises is faced with a series of difficulties. Enterprise performance evaluation refers to the evaluation of the outcomes of the enterprise in a certain period to use its limited resources to engage in business activities. There are serious problems on the performance evaluation of small and medium-sized enterprises today, such as that the evaluation index is not perfect, the process of assessment is formalized, the evaluation mechanism is imperfect and so on. To ensure the healthy and sustainable development, small and medium-sized enterprises’ performance appraisal has become an urgent problem to be solved. TN company in this thesis is a medium-sized private enterprise gradually developed from a small company, mainly engaged in the production, painting design and construction of floor paint, waterproof coatings and anticorrosive coatings. The current performance evaluation method of TN company still follows the performance evaluation index created by its business owner in the early days and it has not yet established a perfect department performance evaluation system. In recent years, with the expansion of business, the problems existed in the company original performance evaluation method have affected the sustainable competitiveness of the enterprise and become one of the bottlenecks of TN company continue to grow. Based on the research of theory and method for evaluating departmental performance, the thesis analyzes the strategic environment of the case company and the current situations and problems of the performance evaluation in detail. According to the characteristics and actual situation of the company, the thesis built a set of suitable for their own development and practical performance evaluation system for its main business units, marketing department, engineering department and product department by using the method of key performance indicators and using the method of balanced scorecard for reference. When selecting the indicators of performance evaluation, the thesis focused on the needs of internal stakeholders. The department performance appraisal connects the enterprise’s development strategy and employees' performances appraisal and it provides some new ideas for SMEs to undergo the necessary metamorphosis. | |
