中文摘要:伴随着市场竞争的日益激烈,建筑设计行业也在不断调整产权结构、扩大业务范围、增强服务意识、加强研发和技术能力,打造核心竞争力。而在我国建筑设计行业,往往是重质量轻管理,较弱的项目管理严重地制约了企业的发展。在技术水平不相上下的情况下,管理水平的高低直接影响到企业的生存。本文以ZT建筑设计公司为研究对象,分析公司在发展中遇到的问题,通过建立战略项目办理办公室的方式来改善和提高公司的管理水平,从而保证公司战略和项目实施的统一性,建立完善的项目管理体系,使得公司在整体上对人员和项目的有效管理,实现公司利益的最大化。 本文首先介绍了公司的发展状况,分别对其公司管理和项目管理的不足进行分析,针对项目运作偏离企业的整体战略和目标、在有限的资源条件下无法同时满足所有项目的需求、逐渐暴露的项目时间滞后、项目预算超标、项目考核缺乏公正客观性等问题,基于对相关文献的研究,提出了建立项目管理办公室的必要性和可行性。其次,根据公司的发展战略及管理需求,先对ZT建筑设计公司的项目管理办公室做出定位,目标是创建战略项目管理办公室并对且相应的职能进行设计。再次,对该如何将项目管理办公室的建设落到实地进行研从而做出了相应的实施方案和保障计划,同时建立相关的管理体系以支持项目管理办公室的运行。最后,得出结论,论证在ZT建筑设计公司设置项目管理办公室是可行的,通过战略项目管理办公室,可以提升企业的项目管理整体水平、节约成本、提高效率、对快速变化的商业环境及时反映、提高市场竞争力、促进企业战略目标的实现。从而可以将项目管理办公室的应用推广到整个建筑设计行业。  
英文摘要:With the increasing competition in the market, Architectural design industry is also constantly adjusting the property structure, expanding the scope of business, enhancing the service consciousness, strengthening the research and development and technical capabilities, to build the core competitiveness. The more attention to production and less emphasis on management seriously restricted the development of enterprise. At the same level in technology, the management-level directly decides the enterprise's survival. The thesis takes the ZT architecture design company as the research object, analysis the problems in the development. The establishment of strategic PMO improves the company's management level and helps to establish a perfect project management system. First in this thesis, the problems such as project operations deviating from the enterprise's overall strategy, satisfaction with all projects could not be achieved, the time lag and the budget overrun of the projects, the lack of fair and objective project evaluation, etc. are analyzed. Based on the study of relevant literature, the necessity and feasibility of establishing PMO was proposed. Secondly, according to the company's development strategy and management needs, the PMO in ZT-company was positioned as strategic PMO and it's functions were designed. Then the thesis also give the solutions to operate the PMO and the corresponding implementation to ensure the plans, in the meantime the project management system were built in order to support the PMO's work. Finally come to the conclusion that the establishing of PMO in ZT-company is feasible. PMO can improve enterprise's overall level of project management, cut the costs and increase the efficiency, rapidly response to the changing business environment, improve market competitiveness, promote the enterprise strategic target realization. And it is also possible to spread the PMO to the whole building design industry.
