中文摘要：	随着我国经济和城市化迅速发展，私家车保有量不断增长使得城市的交通问题越发明显，交通拥堵，车流量加大不畅，交通事故、交通污染等问题大大影响了人们的出行效率与安全，也越来越成为全球性的社会难题。面临着交通日益严重的问题，有些城市实施的较为传统的拓宽城市道路、使得路网加大密度、立体交通建立等解决方法则越来越显示出其局限性，物联网环境下融入了信息技术的智慧交通新规模，则逐步开始被全世界关注并借鉴学习、大力发展交通建设，实践也证明，智慧交通系统将会成为未来交通系统的发展方向，这一交通领域的变革也将逐步解决并实现现行交通带来的诸多问题。全国为数不多的智慧管理模式的城市中，北京市、天津市、深圳市等大型城市智慧交通的发展也是逐步成熟，然而，中小型城市智慧交通建设仍在发展阶段。本文在进行相关概念回顾的基础上，选取三个中小型城市案例进行研究，对其交通行业及智慧交通信息系统发展现状做了深入分析，并总结出中小型城市交通信息系统运维模式，同时深入剖析其智慧交通的总体规划框架，进一步找到影响智慧交通发展的主要问题，并对如何解决这些主要问题进行了探讨，给出解决思路，提出可供选择使用措施和建议。同时通过交叉综合比较三个中小型城市，淮南市、蚌埠市、亳州市的三个代表案例的运维模式，提出一套适用于淮南市等这类中小型城市的智慧交通运维模式，并构建指标对其进行评价，为中小型城市交通发展智慧化描绘出未来发展蓝图。通过对淮南市、蚌埠市、亳州市三个城市智慧交通信息系统运维模式的研究，得出的结论、措施、建议、解决思路、发展分析，可以为相关部门制定智慧交通发展战略提供政策化指引和意见参考。本研究创新之处在于：（1）运用多案例研究方法，在城市发展的基础上，提出一套适用于中小型城市的智慧交通信息系统运维模式。（2）从公众感知角度，总结了交管部门及企事业单位工作人员对于智慧“行”发展的看法，提出公众对于智慧交通信息系统运维模式的改进措施，有利于城市智慧交通的特色发展，提升政府形象。图30幅，表7个，参考文献68篇。
英文摘要：	With the rapid development of China's economy and the accelerating process of urbanization, the private car retains the quantity rapid growth of the urban traffic problem becomes more and more emergent, traffic congestion, poor traffic flow, traffic accident, traffic pollution greatly affected the people's travel safety and efficiency, also has more and more become the world of social problems. In the face of increasingly serious traffic problems, the traditional road, road network density, the establishment of three-dimensional traffic and other solutions are increasingly showing its limitations, the wisdom of the new field of information technology integration, gradually began to be concerned about and vigorously develop the construction, practice has proved that the intelligent transportation system will become the future development direction, the traffic will gradually change the existing traffic problems. The country is a few of the wisdom of the management mode of the city, Beijing, Tianjin, Shenzhen and other large cities in the development of intelligent transportation is gradually mature, however, the small and medium-sized cities in the development of intelligent transportation is still in the stage of development. Based on the review of related concepts, this paper selects three small an-d medium-sized cities to carry out Multi-case Study, and analyzes the current situation of the traffic industry and the development of intelligent transportation,and summarizes the main problems in the development of intelligent transporta-tion. At the same time by comparing three small and medium-sized cities,Huai-nan, Bengbu, Bozhou traffic situation, intelligent transportation system mode, put forward a set of suitable for Huainan, such as the intelligent transportationoperation and maintenance mode, for small and medium-sized cities in the dev-elopment of the ‘wisdom’ of the development of the blueprint. Through urban intelligent transportation information system operation and maintenance mode of a series of research, the conclusions, solutions, measures and the development of the blueprint for the analysis, can provide references for the relevant departments to develop the intelligent transportation development strategy. The innovation of this research lies in using the Case Study method, based on the development of cities, put forward a set of intelligent transportation information system operation and maintenance mode for small and medium-sized cities. Additionally, from the angle of public perception, summed up the view of Traffic and Control Department for the development of intelligent transportation, put forward public for intelligent transportation information system mode of operation and maintenance of the improvement measures, is conducive to the development of urban intelligent traffic characteristic, enhance the image of the government. 30 figures, 7 tables ,68 references.
