中文摘要：	本文对我国公共数字文化服务现状进行分析和研究，同时结合“互联网+”背景的提出，研究了在“互联网+”的社会环境下，公共数字文化服务所呈现的新特点，以及建设的新思路。天津市河西区于2016年成功获得了第二批国家公共文化服务体系示范区称号，三年的创建工作代表性很强，具有较高的研究意义。本文即以天津市河西区为例，分析了其区域性的公共数字文化服务现状，对公共文化服务机构和街道社区基层文化服务点进行了实地研究，对基层群众进行了随机采访调查，提出了现存不足之处和合理化展望建议。 文章包括五部分，第一部分为绪论，主要交代了研究背景、研究方法以及研究现状；第二部分主要研究了公共数字文化服务建设的意义和现状；第三部分探讨了“互联网+”对公共数字文化服务的影响以及新的服务特点；第四部分对于天津市河西区在“互联网+”背景下的公共数字文化服务现状以及不足进行了调研分析，提出了启示和建议；第五部分为结束语，对研究进行了整体总结和不足之处的归纳。文中图2幅，表8个，参考文献51篇。
英文摘要：	This paper carries on an analysis and research on the current situation of the public digital cultural service system. Meanwhile, it gives a research on the new characteristics of this system as well as the new ideas about system construction under the social circumstance of “Internet+”. Hexi District in Tianjin Province won the honorary title of “The Second Batch of Nation Public Cultural Service System Demonstration Zones” in 2016 due to its strong representativeness in the system construction. As a result, taking Hexi District as an example, this paper analyzes the current situation of public digital cultural service system in this district, carries out field studies on the public cultural institutions and cultural service stations in street-based community, conducts a survey based on random interviews on grassroots, and puts forward the weaknesses, prospect, and rationalization proposals. There are five chapters in this paper. Main idea of every chapter may be outlined as follow. The first part, introduction. It mainly discussed the research background , research status, innovation points, and research methods. The second part, this part studies the significance and current situation of public digital cultural service. The third part studies the impact of "Internet +" on public digital cultural services and the new service features. The other one is the analysis of service modes in the application.The fourth part of the Hexi District of Tianjin in the "Internet +" background of public digital cultural services to the status quo and the lack of investigation and analysis of the enlightenment and recommendations. The fifth part, summary. This part summarizes the main idea of paper, and the deficiencies are summarized. There are two charts, eight forms and 51 references in this article.
