中文摘要:随着国际油价的低迷,有效降低石油企业生产经营成本成为整个行业的关注点,采购作为企业运营管理重要的环节,起到不可忽视的作用。企业物料采购对象包括直接物料和间接物料(简称MRO物料),通常直接物料的采购得到企业更多的重视,包括投入大量人力、物力,从软件到硬件方面提供支持,而MRO物料由于不进入最终产品,往往重视程度较低,但其种类多、需求无规律、采购批量小等特点,造成了采购管理成本居高不下。互联网的发展为市场的交易模型带来新的变革,不断涌现的电商平台成为企业物料采购的一种可选模式。本文以中海油MRO物料采购管理为例,对集中采办储备模式、电子采购等管理方式为MRO物料采购管理带来的变化进行了研究。本文在相关MRO物料采购管理理论及电子采购理论的基础上,结合中海油MRO物料采购管理现状,对采购管理问题进行了分析,针对采购价格缺乏优势、采购效率较低及精细化程度不足等问题,制定了整体解决方案,提出了优化采办储备模式,构建MRO采购平台,设计采购流程,优化物资管理方法4个子方案,对采购问题进行改善。对方案实施情况、实施效果进行分析和评价,指出制约优化方案实施效果的因素,并提出改善措施。对MRO采购管理优化方案实施效果的分析结果表明,优化采办模式,实施电子采购方式对于石油企业提高MRO物料采购管理效率,降低采购成本,提高物资管理精细化水平起到重要作用。本文为石油企业选择MRO物料采办模式,建立及推行电子采购方式提供了参考作用,企业可以结合自身特点和本文设计的MRO采购优化方案,制定改善措施。对于石油行业内将实施电子采购的企业,中海油MRO采购平台的构建过程也将提供一定的帮助。 
英文摘要:With the decrease of international oil price, reducing the cost of production and operation of petroleum enterprises has become the focus of the oil industry. Procurement management is an important part of enterprise management. The objects of material purchasing in an enterprise include production material and MRO material. Usually production material is paid more attention by investing a large amount of manpower, material resources. Support is provided from software to hardware. The MRO material is not the direct constituent of the final products, therefore it gets less attention. However, because of the variety, irregular demand and small single purchase bath size of MRO material, the procurement management cost is always high. The development of Internet has brought new chances for the transaction model in the market. The emergence of electronic business platform has given enterprises a new optional mode for material purchasing. In order to study the changes of MRO material procurement management under the development of Internet, this thesis took the MRO procurement platform as an example to study the electronic procurement mode. This thesis summarized relative theories about MRO material procurement management and electronic purchasing theory, and analyzed the MRO material procurement management problems in CNOOC after introducing the MRO material procurement management status. It put forward that the MRO material purchasing is lack of advantage in purchasing price, and has a low efficiency and insufficient degree of fineness. To solve these problems, this thesis put forward electronic procurement mode based on Internet. Through optimizing procurement and reserve mode, constructing the MRO procurement platform, designing procurement process, and optimizing the material management method, it helped to solve the procurement problems. In this paper, the implementation of the program were analyzed and evaluated, and point out the factors that restrict the effectiveness of the implementation of the optimization program, and put forward the improvement measures. The results have shown that optimizing procurement and reserve mode and implementing e-procurement played important roles in improving MRO procurement management efficiency, a high fine material management level, and reducing purchasing cost. This paper provides reference to petroleum enterprise for choosing MRO material procurement mode and implementing the electronic procurement. The petroleum enterprises can design the improvement measures combined with the MRO purchase optimization scheme designed in this paper, considering their own characteristics. The implementation of MRO procurement platform in CNOOC will also provide some help for oil companies that are going to implementing electronic procurement.
