中文摘要:出口信用机构(ECA)经营中长期出口信贷已经有百余年的历史,是国际上金额大、生产周期长的资本性货物和服务,如大型成套设备、工程承包项目的主要融资方式之一。作为中国唯一一家政策性保险公司,中国出口信用保险公司受财政部委托经办该项业务。2015 年,中国信保新增承保的中长期出口信贷贷款规模已经达到238 亿美元,在世界同业中处于领先地位,2015 年新增规模排名全球第四。中长期出口信贷的特点是金额大,责任余额高,风险高,应该精细化管理,注重风险控制和稳健经营,但是为了完成国家任务以及规模效应,目前中国信保的中长期出口信贷类业务发展则是过分注重项目金额和数量而“轻视”了人员队伍建设差异化、行业支持差异化、国别支持差异化等与该产品未来发展方式和方向密切相关的问题。这种追求短期效益的发展战略必然对稳健经营十分不利。 针对上述问题,本文以中国信保的中长期出口信贷类产品的发展战略选择为研究对象,充分分析中国信保中长期出口信贷类产品的支持背景、发展情况、业务特征等,尤其是对经营类似业务的加拿大出口发展公司和美国进出口银行的人才、行业、国别发展战略进行分析总结,并充分考虑中国信保的资源、能力、产品、渠道,建议选择人才培养、行业、国别差异化的发展战略。战略选择完成后,在达成战略目标的核心前提下,通过培训进行战略发动,相关部门依据适度合理性和统一领导指挥的原则制定战略计划,用指挥型和文化型的模式进行战略实施,通过思维变革和重新获得优势形成战略实施保障。 中国信保的中长期口信贷业务正处于快速发展期。本文希望通过对该问题的研究,能够给中国信保相关业务的发展提供一定的参考和借鉴作用。 
英文摘要:Export credit agency (ECA) in the management of long-term export credit hasbeen more than 100 years of history, is the capital of the goods and services of international large amount and long production cycle, one of the main means of financing such as large complete sets of equipment, engineering project. As the only policy insurance company in China, the China Export and Credit Insurance Corp is entrusted by the Ministry of finance to run the business. 2015, China's letter of credit insurance in the long-term export credit loan size has reached $23 billion 800 million, the world's leading position in the industry, in 2015 the new ranking fourth in the world. long-term export credit business development at present China credit insurance is too much emphasis on the project amount and quantity and "despise" the industry,this pursuit of short-term benefits of the development strategy is bound to sound business is very unfavorable. Aiming at the above problems, development strategy and long-term export credit products based on the Chinese credit insurance as the research object, analyzing China credit insurance and long-term export credit products in support of the background, development, business characteristics, especially for operating similar business with the Export Development Corp and the Export Import Bank of the United States personnel the country, industry, development strategy is analyzed and summarized, and fully consider the Chinese credit insurance resources, ability, products, channels, personnel training, industry development strategy, national difference suggestion. After the completion of the strategic choice, in the core premise to achieve strategic objectives, strategic launch through training, the relevant departments on the basis of moderate rationality and unified leadership and command of the principles of strategic planning, strategy implementation and use the command mode of culture, through thinking and implementation of the security strategy to regain the advantage formation. China credit insurance in the long-term credit business is in a period of rapid development. In this paper, we hope that through the study of this problem, we can provide some reference and reference for the development of China's credit insurance related business.
