中文摘要：	近年来，天津市城市建设发展十分迅速，集中供热覆盖面积越来越广阔，每年新增加的供热面积约在400万平方米左右，城市现有的集中供热设施不能满足日益增加的供热需求，特别是当前对于环境问题的重视，低效率高能耗的集中供热设施，如老旧管网、锅炉并网项目等等，都需要进行改造和扩建，热力公司集中供热工程数量不断增加。为了保证集中供热工程项目的质量，提高集中供热工程项目的效益，工程项目管理的重要性就凸显出来。找到适合集中供热工程项目管理的新型模式，得以节约资源，提高生产效益，才能确保热力公司和集中供热事业发展的持续性、健康性以及高效。首先，本文在对国内外研究现状进行梳理的基础上，对项目管理、组织管理、进度管理、质量管理、成本控制等相关概念，以及城市集中供热工程项目的特定进行了阐述。其次，在上文研究的基础上，详细说明天津市散煤清洁化治理项目的项目概况、特点以及天津市散煤清洁化治理项目管理的实际情况，深入分析天津市散煤清洁化治理工程项目建设单位的性质及组织结构，对天津市散煤清洁化治理工程项目存在的问题及成因进行了分析与总结。再次，在工程项目管理理论的基础上，运用科学的项目管理方法，构建了天津市散煤清洁化治理工程项目管理体系，提出了组织管理、进度管理、质量管理与成本控制的方法，并提出的相关管理保障措施，并对预期效果进行了分析。最后，对本文相关研究进行总结，提出研究不足，并对进一步研究的方向进行了展望。
英文摘要：	In recent years, Tianjin’s urban construction has developed rapidly, centralized heating coverage areas are increasing gradually with annual newly-added heating area of around 4 million square meters. The city’s current centralized heating facilities cannot satisfy increasingly enhanced heating demand. Especially with the focus on environmental protection, centralized heating facilities with low efficiency and energy-extensive consumption such as old pipe network and boiler grid paralleling projects, require for transformation and extension with gradually increasing quantity of centralized heating engineering in thermal companies. To guarantee the quality of centralized heating engineering projects and improve the efficiency of centralized heating engineering projects, the significance of engineering project management is highlighted. Only through discovering new model suitable for centralized engineering project management for saving resources and improving productivity effectiveness can the sustainability, healthfulness and high efficiency of thermal companies and centralized heating course development can be guaranteed. Firstly, this article has discussed related concepts of project management, organizational management, schedule management, quality management, cost control, and the particularity of urban centralized heating engineering project on the basis of carding domestic and foreign researches. Secondly, based on hereinabove research, the article makes a detailed explanation of the project overview, characteristics and the practical condition of Tianjin’s bulk coal cleaning engineering project. Make a thorough analysis on the properties and organizational structure of Tianjin’s bulk coal cleaning engineering project construction unit, analyze and summarize problems and reasons of Tianjin’s bulk coal cleaning engineering project. Then on the basis of engineering project management theory, use scientific project management methods to build Tianjin’s bulk coal cleaning engineering project management system, propose ways of organizational management, schedule management, quality management and cost control, provide related management safeguard measures and make analysis on expected effect. At last, summarize related research in this article and propose the inadequacy of the research and the prospect of further research in the next stage.
