中文摘要：	实体档案作为企事业单位的重要资产，每年都在以前所未有的速度增长。而实体档案的保管需要占用大量的空间、人力、物力和财力。为节约运营成本，提高工作效率，许多企事业单位选择将本单位的档案委托给专业的档案外包服务商进行托管，巨大的市场需求带来了档案外包行业的蓬勃发展。档案寄存项目关系到托管档案的实体安全及发包方的切身效益，因此对档案外包服务商的选择至关重要。但是，由于我国还未正式出台行政管理规范和行业标准，档案外包行业服务质量参差不齐，本文选择站在中立第三方的角度对档案外包服务商的实体寄存服务能力进行评价，为发包方选择合适的承包商提供评价参考依据。 在研究的过程中，笔者首先大量地阅读了相关研究文献，并对其进行了总结，前人的研究成果为笔者提供了大量的参考资料及研究思路上的指导。其次，笔者利用定性与定量相结合的层次分析法，以国家档案局编制的《档案社会保管服务机构管理规范》《档案管理服务外包工作规范 第1部分：总则》《档案管理服务外包工作规范 第2部分：档案寄存服务》征求意见稿为理论参考依据，针对实体档案寄存服务质量这一复杂问题，从多个维度进行分层细化，确定评价指标的影响因素，并经过专家调研，得出调研数据，运用判断矩阵的数学方法，赋予各影响因素科学、合理的权重，最终构建出“档案外包服务商实体寄存服务能力评价指标体系”。进而，笔者又深入数家档案外包服务商实体寄存服务现场进行调研，运用构建的评价指标体系分别对其进行测评，评估所调研档案外包服务商实体寄存服务能力，通过案例分析分别指出作为档案寄存发包方、承包商及档案行政管理机构今后的发展方向及工作重点。最后，笔者总结了本研究对实体档案外包寄存业务的贡献，分析了所构建的档案外包服务商实体寄存服务能力评价指标体系存在的不足，并提出了今后的研究展望。
英文摘要：	With the development of social economy, the organization scale expands unceasingly, increasingly complex business activities, and archives of units each year at an unprecedented rate. And entity of archives keeping take up valuable space, spend a lot of manpower and material resources and financial resources. To save operating costs, improve efficiency, many enterprises choose to this unit of the entrusted to professional outsourcing service provider for hosting archives, brought the enormous demand file outsourcing industry vigorous development. Archives check project related to hosting the physical security of archives and the personal benefit of the party awarding the contract, so the choice of archives outsourcing services is essential. But, because our country has not yet formally launched administrative standard and industry standard, archives outsourcing service industry the good and bad are intermingled, the purpose of this paper is to stand in the Angle of a neutral third party archives entity hosting service capability evaluation of outsourcing service providers, providing evaluation reference for the selection of the contractors. First of all, the author on the predecessors' research achievements of a lot of reading, and carries on the summary, found that more, the existing researches on archives of outsourcing service providers and the study of archives hosting service and entity of outsourcing service providers for archives hosting service quality evaluation of the article. Secondly, the author chose the combination of qualitative and quantitative analytic hierarchy process , and refer to the national archives bureau released archives social care services management norms, "the archives management service outsourcing work specification Part 1: general rules ", "records management service outsourcing work specification Part 2: file hosting service "draft, for entities file hosting service quality this complicated problem, layered refined from multiple dimensions, by experts investigation, and finally build up the" file entity hosting service capability evaluation index system of outsourcing service providers ". Finally, the author further several files entity of outsourcing service providers have hosting field research, using to build the evaluation index system of assessment, research institute archive entity hosting service ability of outsourcing service providers, finally it is concluded that the more objective and accurate evaluation results, at the same time "file entity hosting service capability evaluation index system of outsourcing service providers" scientific also is able to verify.
