| 中文摘要: | 随着我国城镇化的加速推进,我国市政基础设施项目发展迅猛,在我国宏观经济科学发展背景下已经成为政府投资稳增长的主力。根据国外实际工程项目统计,设计质量占工程项目质量问题产生原因的40.1%,是影响项目质量的最主要原因。事实证明,有效的项目管理能够提升项目绩效30%以上。如何在市政工程设计过程中做好项目管理、发挥设计龙头的作用具有重要的现实意义。本文以H市政工程设计公司为对象,通过研究H市政工程设计公司在设计过程中策划管理、范围管理、进度管理(时间管理)、质量管理、沟通管理,识别出了项目管理中主要存在的问题,并给出了相应的改进措施,最后将改进措施应用在具体的实践案例。研究发现H市政工程设计公司在市政工程项目管理中存在的主要问题包括:项目设计复杂度高;项目范围界定存在不确定;技术含量高,项目时间控制失控;项目质量意识淡薄,风险控制存在隐患;项目信息来源多,沟通管理不畅等。针对以上问题,本文提出了相应的改进措施:重视项目的复杂性,加强合同管理,控制项目范围变更;提高设计进度预估能力,制定项目里程碑,提升项目时间管控;构建风险管理体系,重视校审会签环节;加强项目沟通机制建设等。同时将改进措施应用到海东市核心区地下综合管廊PPP试点项目策划中,实现了用项目管理理论方法来解决实际工作中遇到的难题,并从范围管理、进度管理、质量管理和沟通管理四个重要维度进行研究。市政工程设计是我国市政建设的重要力量,市政建设工程复杂而且重要,H市政工程设计公司在市政工程设计行业具有代表意义,识别的问题具有普遍性,研究结论对于我国同行业市政设计企业具有一定参考价值。 | |
| 英文摘要: | With the acceleration of urbanization in China, the rapid development of China's municipal infrastructure projects, in the context of China's macroeconomic and scientific development has become the mainstay of steady growth of government investment. According to the statistics of foreign engineering projects, the quality of design accounts for 40.1% of the causes of quality problems of the project, which is the most important reason for the quality of the project.
