| 中文摘要： | 科技企业孵化器是以资源为依托，以机制为保障，以服务为手段，以科技型中小企业为对象，为科技创新和科技创业活动提供优越环境条件的运行主体。天津开发区的孵化器经过十余年的发展已经进入到多元化发展的阶段，形成了具有一定特色的孵化体系，孵化出了一批领先企业，同时也面临着区域创新生态系统不成熟、区域创业活跃度不高、技术原创性产业发展不足、开发区技术转移不完善、孵化政策针对性和体系性不强的挑战，亟需建立一套适应时代要求的创新型发展模式。本文首先对于科技企业孵化器的概况进行研究，包括起源、发展、分类及我国科技企业孵化器的发展现状，通过协同理论对科技企业孵化器所面临的内外部环境的关键因素进行分析。其次对于天津开发区的孵化运营现状进行描述，然后通过深入的SWOT分析，提炼出天津开发区科技企业孵化器所具有的优势、劣势及面临的机遇和挑战。同时，通过和广州开发区、深圳南山区的孵化运营模式进行比较借鉴，总结构建出“政府、孵化器、科技企业、各类社会组织四位一体，互联共赢”的创新型发展模式，以天津开发区的实际情况为案例，展开描述了上述四个核心要素在协同发展模式中的作用和具体运营方式。最后，结合实际，提出了突出天津开发区的区域特色，具有较强实践性的政策建议。图10幅，表3个，参考文献31篇。 | |
| 英文摘要： | Science and technology business incubator(S&T business incubator) is an operating organization that based on resource, mechanism as guarantee, to serve as the means, it serves for small and mid-sized enterprise, provides superior environment for innovation and entrepreneurial activity of science and technology. Tianjin economic and technological development Area（TEDA）S&T business incubator has entered the stage of the development of diversified after more than ten years of development, has been formed system of incubation, hatching out a batch of leading enterprises, but also facing many problems, for example, the regional innovation ecosystem is not mature, the entrepreneurial activity is not high, lack of originality industry development technology, imperfect of technology transfer, incubation policy and system is not strong and so on. A new innovative development model is urgent needed to establish in order to adapt to the requirements of The Times development. Firstly the profile of technology S&T business incubator is reviewed, including origin, development, connotation, classification and the development in China, at the same time, the key factors of internal and external environment that S&T business incubator facing was analyzed through the coordination theory. Secondly the TEDA S&T business incubator status operation mode is described, and then through in-depth SWOT analysis, extract the TEDA S&T business incubator have strengths, weaknesses, opportunities and challenges. Then through comparison of the operating mode of Guangzhou development zone and Shenzhen Nan Shan, a new mode of innovative development is summed up and build, that is "government, incubators, science and technology enterprise, all kinds of social organization, four elements reunion for one, interconnection, sharing and win-win", with the actual situation of TEDA as example, the four core elements on the role of the model and the specific operation way are described.
