| 中文摘要: | 2011年5月30日,国务院正式批准设立ALSK口岸综合保税区,自此ALSK口岸拥有了新疆首个、全国第十六个综合保税区。近年随着渝新欧、蓉欧和郑欧等国际货运班列相继开通,ALSK口岸作为连接亚欧大陆的铁路口岸,货物吞吐量和进出口货物总量逐年上升。中国庞大的汽车进出口市场蕴藏着发展汽车口岸的绝佳契机,适逢“一带一路”国家战略推进实施,ALSK打造汽车口岸迎来了前所未有的发展机遇。汽车工业具有就业面广、关联度高、消费拉动大和产业链长、辐射性广的特点,经过多年的发展成为了国民经济的支柱产业之一。汽车产业涉及上游的原材料、中游的汽车零部件、整车制造以及下游的汽车服务业。汽车进出口贸易及衍生的配套服务业态是汽车服务业的重要组成部分。汽车进出口贸易涵盖整车及零部件,涉及仓储物流、分拨配送、口岸作业、检验认证、报关报检、金融保险等多方面配套服务,同时衍生出进口汽车展示交易、改装、维修保养等多个衍生业态。 本文在透析中国汽车进出口市场及发展趋势基础上,结合ALSK汽车口岸的发展现状,通过对比国内外汽车产业集群和汽车发展战略的研究,采用战略管理理论和战略规划常用技术方法,运用PEST、SWOT分析法对ALSK汽车口岸的内外部发展环境进行深入分析,综合得出ALSK汽车口岸发展的优势、劣势、机遇和挑战。并对其未来发展进行进一步研究,制定了指导性强和可操作性强的战略定位、整体目标、发展重点和策略。目前,ALSK汽车口岸仍处于刚刚起步阶段,具备一定的发展基础条件,但尚不成熟。针对这一实际情况,文中提出了ALSK汽车口岸战略实施的一系列保障措施和建议。 | |
| 英文摘要: | On May 30, 2011, the State Council formally approved the establishment of ALSK Comprehensive Bonded Zone. It the first free trade zone in Xinjiang Province and the 16th comprehensive bonded zone in home. With the operation of Eurasia International Railway, China-Europe Block Train and Zhengzhou to Hamburg express train in recent years, the cargo handling capacity and total volume of import and export of the ALSK entry port, which is a the railway entry port connecting Europe and Asia, have been increasing year by year. China’s huge auto import and export market hides more opportunities to the development of auto entry port. With the further implementation of national strategy of The Belt and Road, ALSK entry port now faces unprecedented development opportunities. Auto industry has the characteristics of long industrial chain, high correlation degree, high employment rate, and pulling the consumption, it has become one of the pillar industries in national economy. It also involves the materials in upstream section, parts and components in middle reach section, and vehicle manufacturing and auto service in downstream section. The auto import and export trade and related supplying service industry are the important parts of auto service industry. Auto import and export trade covers CBU vehicles, parts and components, warehousing, logistics, physical distribution, port operations, inspection and certification, declaration and inspection, finance and insurance, and other derived service items , such as show and trading of imported vehicles, vehicle refitting, maintenance and repairing etc.. This paper introduces the in-depth analysis on the internal and external environments for the development of ALSK auto port with PEST & SWOT and strategic management theory and regular strategic planning method based on the comprehensive analysis on China’s auto import and export market and its development trend, the current development situation of ALSK auto port and the comparison researches on the auto industrial clusters and development strategies both in home and abroad. The paper also introduces the advantages, disadvantages, opportunities, and challenges to the development of ALSK auto port and the strategic orientation, overall target, focuses, and strategies with strong guidance and easy operation for the future development of this port. At present, the construction of ALSK auto port is still at the initial stage. It has basic condition but is not mature. For this reason, this paper also puts forward a series of ensuring measures and suggestions for the strategic development of ALSK auto port. | |
