| 中文摘要: | 我国在进入“十二五”之后,社会经济发生了巨大了变化,随着改革的不断深入,社会经济发展方式的不断转变,对于高素质人才的需求也越来越大。“十二五”规划纲要之中,针对造就高素质人才队伍强调要实施人才强国战略,加强各种高素质人才队伍的建设,以此来促进我国经济发展方式的快速转变。所以,在现代社会的发展中,高素质人才队伍的建设已经成为了现代化建设中的一个关键性目标。在新的形势下,随着铁路高速运营的实施,新的设备不断引进应用,新的技术不断,对于铁路工作人员的素质与技能要求也就相应提高,要求铁路工作人员在最短的时间内实现对这些技术、设备相关知识的消化、吸收以及利用。沈阳铁路局职工培训基地作为铁路员工培训的主要场所,在经营发展之中承担着重要的责任,也面临着巨大的挑战。因此,在本文的研究中,主要以沈阳铁路局职工培训基地为研究对象,通过对基地员工培训现状及存在问题的分析,探索培训问题造成的影响,进而根据人力资源相关理论设计出沈阳铁路局培训基地员工培训体系优化方案,并提出沈阳铁路局培训基地员工培训体系优化方案实施措施与实施保障。具体的研究内容如下:第一部分:绪论。主要对本文研究的背景、研究的目的、意义,与论题相关的国内外研究现状、研究的思路、方法以及框架进行简介;第二部分:员工培训相关理论概述。对员工培训的内涵、员工培训理论基础、员工培训的发展趋势进行了概述;第三部分:沈阳铁路局培训基地员工培训现状分析及存在问题。针对沈阳铁路局培训基地进行介绍,分析了员工培训中存在的问题以及问题造成的影响;第四部分:沈阳铁路局培训基地员工培训体系优化方案设计。从培训基地员工培训的需求分析出发,提出了员工培训体系优化的必要性,并设计出基地员工培训优化方案;第五部分:沈阳铁路局培训基地员工培训体系优化方案实施与保障对策。从员工培训需求、培训的实施、过程的监督以及培训效果的评价四个方面提出了员工培训体系优化方案的实施措施,同时从资金、体制及资源三个方面提出了培训基地员工培训方案实施的保障措施。第六部分:结论。提出本文的研究主要成果,研究中存在的不足以及对未来的展望。通过本文的研究和探讨,希望能够对本人所在单位的员工培训体系的优化和改善以及人力资源的战略形成起到一定的参考和借鉴作用。 | |
| 英文摘要: | After entering the "12th Five-Year", the social economy has undergone tremendous changes, with the continuous deepening of reform, social and economic development of the continuous change, the demand for high quality personnel is also increasing. The outline of the 12th Five Year Plan, aimed at creating high-quality talent team stressed the need to implement strategy of talent powerful nation, strengthen five a variety of high-quality talent team construction, in order to promote the rapid transformation of the mode of economic development in our country. Therefore, in the development of modern society, the construction of high-quality personnel has become a key objective in the modernization construction. Under the new situation, with the implementation of high speed railways, new equipment will continue to introduce the application of, new technology constantly, for railway staff quality and skill requirements has been improved, the railway staff for realizing of these technologies, equipment related knowledge digestion, absorption and utilization in the shortest time. Shenyang Railway Bureau staff training base as the main place of railway staff training, in the management of the development of the important responsibilities, but also faced with a huge challenge. Therefore, in this study, mainly in Shenyang Railway Bureau staff training base as the object of study by on base of staff training and the status quo and existing problems of analysis, explore the training problems caused by the influence of, and according to the human resource theory in the design of Shenyang Railway Bureau training base for the employee training system optimization scheme, and puts forward the staff training system of Shenyang Railway Bureau training base for the optimization scheme implementation measures and security. The specific research contents are as follows: Part I: introduction. Mainly on the background, purpose and significance of this study, and the domestic and foreign research status, research ideas, methods and framework of the thesis; The second part: the theory of employee training. The connotation of staff training, the theoretical basis of staff training, the development trend of staff training are outlined; The third part: the analysis of the current situation and problems of the training base of Shenyang railway bureau. According to the training base of Shenyang Railway Bureau, this paper analyzes the existing problems and the impact of staff training; The fourth part: Shenyang Railway Bureau training base staff training system optimization program design. According to the demand analysis of training base staff training, the paper puts forward the necessity of optimizing the training system, and designs the optimization scheme of the base staff training; The fifth part: the implementation of Shenyang Railway Bureau training base staff training system optimization program and security measures. From staff training needs, training implementation, process supervision and training effect evaluation proposed staff training system optimization scheme of the implementation of the measures, also from the capital, operation system and three aspects proposed training base for the employee training plan implementation safeguard measures. The sixth part: conclusion. This paper presents the main results of this study, the existing problems in the future and the prospects for the future. Through the research and discussion of this paper, I hope to have a certain reference and reference for the optimization and improvement of staff training system and the formation of human resources. | |
