中文摘要：	石油、煤炭与天然气作为一次能源的三大支柱，在人类社会发展过程中扮演着非常重要的角色，而天然气作为一种清洁燃料，随着人类环境保护意识的不断增强而越来越受到青睐。液化天然气（liquefied natural gas，简称LNG）是天然气经过净化处理并进行液化后的状态，压缩比高并且有利于长距离的运输，因此大大促进了全球液化天然气贸易和消费。为调整能源消费结构以及保障能源供给的多元化，国际上一些发达国家如美国、日本、韩国及欧洲国家都兴建了大型液化天然气接收站，用于进口液化天然气的接收和储存。液化天然气产业的快速发展，进一步了促进天然气成为新的能源消费主力。而中国在过去三十多年的高速经济发展中，能源消耗以煤炭为主，石油和天然气的占比很小，与发达国家有着很大的差距，因此也导致了严重的生态环境问题。发展液化天然气产业，能满足我国持续增长的能源需求，有利于优化能源结构和保证能源安全改善生态环境，并为经济的良性可持续发展提供保障。本文从工程总承包商的角度研究液化天然气储罐EPC（即设计、采购和施工总承包）项目的成本管理。首先，本文对项目管理、项目成本管理等相关理论进行了回顾，接着分析了A公司以往液化天然气储罐EPC项目的成本管理的现状及存在的问题，然后针对这些问题制定了相应的改进方案和措施，同时介绍了这些改进方案在后续广西液化天然气储罐EPC项目中的试点应用情况，对方案的有效性进行了验证，并提出了进一步改进的方向。论文研究的目的旨在通过对A公司过往液化天然气储罐EPC项目成本管控的研究分析，为后续液化天然气 储罐工程EPC项目提供可行的建议和思路，以此来有效地提升EPC项目总承包商的成本管控能力，从而提升A公司在液化天然气工程市场中的竞争力和项目的盈利能力。
英文摘要：	Oil, coal and natural gas, as three pillars of primary energy, have played a very important roles in the development of human society. Natural gas, as a clean fuel, is becoming more and more popular with the increasing awareness of human environmental protection. LNG (liquefied natural gas) is liquid state of natural gas after purification treatment, which has high compression ratio and is suitable for long distance transport, thus greatly promoted the global LNG trade and gas consumption. To adjust the structure of energy consumption and ensure the diversity of energy supply source, developed countries such as America, Japan, Korea and European countries have built a lot of large LNG receiving terminals to facilitate the imported LNG receiving. Rapid development of LNG industry further promotes natural gas as the new main energy consumption. And over the past 30 years of rapid economic development, energy supply of China is given priority to coal, and oil and gas is of very small proportion, which is a big gap compared with the developed country, so wide use of low efficiency energy resulted in serious ecological environment issues. The development of LNG industry is helpful to meet increasing energy demand and optimize the energy structure, at the same time it will boost the energy security contribute to the improvement of ecological environment and sustainable development of economy. This paper studies the cost management of A Company LNG storage tank EPC （short for Engineering，Procurement & Construction）projects from the perspective of EPC contractor. First, this paper reviews relevant theory about project management and cost management，and then introduce the current situation and existing problems of the cost management of EPC project of A Company. Secondly, the author engineer solutions and measures to existing problems, and introduce how A Company applies solutions and measures in Guangxi LNG storage tank EPC project according to the identified problem, which verify the effectiveness and weakness of the solution, and then the author puts forward the direction of further improvement.
