中文摘要：	随着经济社会的不断发展和人们生活水平的日益提高，人们对消防安全的需求越来越高。消防安全因直接影响人们的生命和财产安全从而被越来越重视。随着国家全面深化体制改革的推进，消防设施维保、检测、评估等消防技术服务逐步由事业型组织转变为企业，从资源垄断走向市场竞争，而企业间的竞争最终将指向企业成本的竞争。本文作者运用对项目成本管理的认识并结合工作实践，以消防技术服务企业项目管理人员的视角，运用文献研究与案例研究的方法，着重查阅了关于项目管理、风险管理、成本管理等相关文献，从风险性成本管理的角度对消防设施维保项目成本管理进行研究，主要内容包括项目风险成本的确定与控制。本文共分为七章，即绪论、相关理论与文献综述、消防设施维保项目的独特性分析、消防设施维保项目风险性成本的确定、消防设施维保项目风险性成本的控制、F公司消防设施维保项目风险性成本管理案例、结论与展望。第一章绪论部分描述了选题背景和研究意义、研究内容和研究方法、研究技术路线和论文机构。第二章对项目的成本理论、风险理论、项目管理理论等相关理论与文献综述进行了介绍。第三章建设消防设施维保项目的独特性分析涵盖了消防设施维保项目及其特点、现状与独特性。第四章对消防设施维保项目风险性成本的确定展开研究，包括风险性成本的识别与度量以及估算与预算。第五章对消防设施维保项目风险性成本的控制与应对以及对完全不确定性成本的认识和应对措施等进行研究。第六章以F公司消防设施维保项目为例对项目风险性成本管理方法进行实践。第七章是结论和展望部分，对研究结论与创新及研究的不足与后续展望。本文通过文献研究方法和案例研究方法进行研究。利用文献研究方法的全面的获得资料，进而对项目风险性成本管理进行研究。利用案例研究方法对消防设施维保项目的独特性和风险性成本管理方法的应用进行验证。
英文摘要：	With the continuous development of economy and the improvement of living standards, people have more and more demands for security. As a direct impact on people's lives and property safety, the public security has become more and more attention. With the deepening of reform and comprehensively promote the country, fire detection, assessment, consulting and other technical services gradually from the cause of the fire organization into enterprises, from resource monopoly to market competition, and the competition in the market will eventually point to the cost competition. The author applies the knowledge of project cost management and combined with the work practice, to project management of fire protection technology service enterprise perspective, using the method of literature research and case study, mainly refers to the project management, risk management, cost management and other related documents, to the fire facilities maintenance project risk cost management as the research object. The main contents include the definition and control of project cost risk. This thesis is divided into seven chapters, namely the introduction, related theory and literature review, fire technology project unique analysis, fire facilities maintenance project risk cost determination, fire facilities maintenance project risk cost control, F fire facilities maintenance project risk cost management case, conclusion and prospect. The first chapter is the introduction section describes the background and significance of the topic, research content and research methods, technical routes and research institutions. In the second chapter, the thesis introduces the theory of cost theory, risk theory, project management theory and literature review. The third chapter is the analysis of the unique construction of fire facilities maintenance projects covering fire technology projects and characteristics, status and uniqueness. The fourth chapter launches the research to determine the risk of fire facilities maintenance costs of the project, including risk identification and measurement and cost estimation and budget. The fifth chapter studies the research of control and risk of fire facilities maintenance costs and the cost of the project completely understanding the uncertainty and the counter measures. In the sixth chapter, the project of FE company fire protection technology service project is an example of the project total risk cost management method to carry on the practice. The seventh chapter is the conclusion and outlook part, the research conclusion and the innovation and the insufficiency of the research and the follow-up prospects. In this thesis, through literature research, theoretical analysis, empirical analysis and case analysis of the specific methods of research. Using the literature research to obtain the comprehensive information, the comprehensive master must study the entire risk cost question, and carries on the system analysis to the domestic and foreign research present situation. Through the theoretical analysis of the cost theory, risk theory, project management theory analysis, and then to the project total risk cost management research. Combined with relevant experience and specific cases, the application of the unique and all risk management methods of fire fighting technology service project is studied.
