| 中文摘要: | 随着现代钢铁企业的发展和市场经济的成熟,采购活动已经起到越来越重要的作用,钢铁企业对采购管理的要求也越来越高。近几年,钢铁原材料市场环境发生了深刻变化,采购活动更趋向复杂化、多变化,企业更加关注市场,更加注重创新,传统的原材料采购管理模式已面临很大的挑战,迫切需要创新和变革。 项目导向型管理作为一种全新的企业管理模式,其应用已不再仅仅局限于传统的“项目型公司”,许多生产运作型企业和政府部门等非项目型组织中也正在广泛地应用。莱钢作为国内传统的钢铁生产企业,本文运用项目管理的思想和方法,结合采购管理理论,探讨构建莱钢项目导向型原材料采购管理模式。 本文首先回顾了项目导向型管理理论、采购管理的研究现状、国内钢铁企业原材料采购管理历程等相关理论。在对钢铁企业原材料采购管理的特点、莱钢原材料采购管理现状分析的基础上,提出了莱钢项目导向型原材料采购管理模式图:将原材料月度采购任务做成一个“项目”来研究,以成立原材料采购管理团队为核心,按照项目生命周期的启动阶段、计划阶段、实施阶段、收尾阶段分别开展管理工作。原材料采购项目启动阶段的工作主要包括组建项目导向型采购管理团队、采购项目可行性分析、采购订单形成、识别项目相关利益主体等;计划阶段的主要工作是依据WBS制定采购计划,包括采购项目的范围管理、成本计划编制、进度计划编制等;实施阶段的工作包括项目沟通管理、范围变更控制、进度与成本控制等;收尾阶段的主要工作包括成果交付、采购工作总结、采购绩效评估和采购团队遣散等。 通过项目导向型管理,莱钢的原材料采购将形成若干采购项目的集合,采购的目标导向将会更加明确。项目导向型原材料采购管理模式具有极大的理论价值和现实意义,将使钢铁企业的运营提升到一个新的高度,同时增强市场应变能力和核心竞争力。 | |
| 英文摘要: | With the development of modern iron and steel enterprises and the market economy, procurement plays an increasingly important role in the normal activities of the iron and steel enterprises, and the procurement is requested much more strict. In the recent years, steel raw materials market environment has undergone profound changes and procurement activities have tended to be more complicated and diversified. Enterprises pay more attention to the market and the innovation, so thetraditional raw material procurement management pattern is facing an enormous challenge, and needed to innovate and the transformation urgently. Project-oriented management as a new enterprise management pattern has not only been applied in the traditional "project-based company", but also widely used by the operation-oriented enterprises, government departments, and other non-project-based organizations. Laiwu Steel is one of the traditional domestic steel production enterprises. This thesis uses the theories and methods of project management, combining procurement management theory, to construct a project-oriented procurement management pattern of the raw materials procurement in the Laiwu Steel. This thesis first reviewed the present research about the theories of the project-oriented management and procurement management, also the course about the domestic Iron and steel enterprise raw material procurement management.On the analysis of the feature of steel raw materials procurement management and the current procurement management measures of Laiwu Steel, this thesis proposed a new project-oriented procurement management pattern: make monthly procurementof raw materials as a “project” to study, establish a raw material procurement management team as the core, and work in accordance with the project life cycle which contains start-up phase, the planning phase, implementation and control stage and the end stage.Raw material procurement project start-up stage's works mainly include the establishment of the project-oriented procurement management team, the procurement program feasibility analysis, forming procurement order lists, the identification of the project-related subjects and so on; Planning stage's prime tasks are to make procurement plan bases on the WBS, including the scope management, the establishment of cost plan, project scheduling and so on; The works of implementation stage include project communications management, scope changing control, scheduling and cost control and so on; The conclusion stage's prime tasks are to deliver the achievement, summarize in procurement, evaluate the performance of procurement project, such as the redeployment. Through project-oriented management, Laiwu Steel's procurement of raw materials will form an integration of some project-oriented procurement activities to make sure that the goal will be defined more clearly. The project-oriented management pattern of raw materials procurement is of theoretical value and practical significance, will case the enterprise to promote its abilities in operation, and simultaneously strengthens the market strain capacity and the core competitiveness. | |
